About the Position: Participates as a member of a team tasked with the design, development, testing and management of automation projects mandated by the Deputy Secretary of Defense. Responsibilities Develop specific plans, schedules and procedures to be applied in the development and management of an automated transportation management program. Coordinate and work with persons from other organizations to formulate detailed requirements, and reviews, discusses and defines methods of automation support for those requirements. Develop and coordinate test plans and procedures. Prepare correspondence for signature by higher authority that tasks various agencies to support program goals. Prepare program progress to chart and brief management of program status. Monitor and evaluate industry and DOD studies of transportation management automation. Recommend changes and improvements in program and policy directives and conduct discussions with industry, and affected agencies on program and policy changes as it pertains to the development of the system. Provide analysis and interpretation of rules and regulations governing the transportation of DOD freight. Coordinate, monitor and record the results of functional testing events; oversee system requirement reviews that analyzes and evaluate proposed system changes request and new capabilities. Coordinate with DOD and other agencies and contractors to establish compatibility of methods, techniques, design and systems. Coordinate and conduct internal and joint tests on developed software. Specialized Experience: One year of specialized experience which includes: 1) Expertise with automated DoD freight systems such as the Global Freight Management (GFM), Cargo Movement and Operations System (CMOS) and their commercial equivalent; 2) Analyzing transportation systems and surface freight operations to execute global distribution operations; AND 3) Experience in program management, software testing, requirements definition and/or other skills related to developing software supporting transportation capabilities. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Education: Some Federal positions allow for the substitution of education for required specialized experience. For this position you must qualify based on your experience alone. You will be evaluated on the basis of your level of competency in the following areas: Information Management Technology Application Transportation Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12). Education Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year trial/probationary period may be required. Direct deposit of pay is required.
