Summary This position is located in the Department of Housing and Urban Development, Asst Secretary for Housing-Federal Housing Commissioner. As a Troubled Asset Specialist, you will: Perform duties involving the most troubled and controversial cases and develops solutions to issues that could not be assigned to staff without expertise in managing troubled assets. Determine the credit acceptability and financial capacity of mortgagors, sponsors (both for-profit and not-for-profit) and general contractors involved in the purchase, refinance, or development of multifamily properties. Determine performance acceptability of client partners including property owners, management agents, developers, and other potential business partners of the Department. Assure that sponsor customer or other agencies participation in the project is in accordance with the agreed upon management plan, and facilitate the resolution of identified problems or issues in the most appropriate manner. Requirements Conditions of Employment Candidates will be selected for a job assigned to one of the official duty stations listed in this announcement. A one year probationary period may be required. Must successfully complete a background investigation. Public Trust - Background Investigation will be required. Qualifications You must meet the following requirements within 30 days of the closing date of this announcement. Specialized Experience: For the GS-13, you must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position is defined as: - Identifying and resolving multifamily property management deficiencies. Such as; day to day property management operations, property maintenance, security, and compliance with the Section 8 Program or the FHA Multifamily Mortgage Insurance Programs. AND; - Performing quality assurance evaluations of multifamily physical property standards and multifamily property management, to ensure that the property is operating in accordance with regulations and requirements. AND; - Analyzing financial data and comparing statements and recent financial information within a large portfolio of properties, to assess the approval or denial of one or more of the following examples: rent increase approvals, Section 8 Contract renewals, tenant/resident activities, refinancing, prepayments, transfers of physical assets (sale of properties), changes in the corporate regulations, by-laws, budgets, or recommendations for property disposition. Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-13 you must have been at the GS-12 level for 52 weeks. Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
