TSS STATEWIDE PROGRAM MANAGER (R051C) Date: Oct 3, 2024 Req ID: 43857 Location: Little Rock, AR, US, 72201 Category: DEPT OF TRANSFORM & SHARED SVC Anticipated Starting Salary: 89,541.30 Position Information Class Code: R051C Grade: GS13 FLSA Status: EXEMPT Salary Range: $77,862 - $124,190 Summary The Department of Transformation and Shared Services (TSS) Statewide Program Manager is responsible for planning and directing one or more work unit programs and staff and providing technical assistance to state agencies. This position is governed by state and federal law and agency policy. Functions + Directs the activities of a medium to large-sized professional, technical, and administrative support staff through lower-level supervisors or lead staff, including interviewing, hiring, terminating, assigning and reviewing work, reviewing performance evaluations of subordinates, evaluating the performance of subordinates, and reviewing and approving/disapproving leave requests. + Plans the regular business processes for the unit(s) and oversees the recommendations of subordinates related to policy, procedure, action, and guidance in the area of expertise, including accounting, budgeting, and human resource management. + Coordinates routine and non-routine process requests and actions with other TSS offices and sections. + Reviews, develops, and recommends legislation, policies, and procedures for statewide implementation, interprets and disseminates legislation, policies and procedures, and ensures state agencies' and institutions' compliance through review of organizational structures or activities. + Coordinates or conducts special projects, as directed by the Secretary of TSS, Division Director, Governor's Office, or legislative committees by assigning work activities, monitoring progress, preparing status reports, or making presentations as required. + Responds to executive and legislative information requests and represents office at meetings as required or requested. + Coordinates written and electronic communication items with state agencies and institutions of higher education. + Represents office at meetings inside department and externally. + Performs other duties as assigned. Knowledge, Skills and Abilities + Knowledge of state and federal laws and regulations relating to area of expertise. + Knowledge of the principles, methods, and practices of public administration and program development. + Knowledge of information technology systems. + Knowledge of supervisory practices and procedures. + Ability to interpret and apply laws, rules, regulations, executive orders, policies and procedures. + Ability to evaluate the effectiveness of systems, programs, policies, procedures, and guidelines. + Ability to plan, coordinate, and evaluate the operations and activities of multiple work units engaged in a broad range of functions. + Ability to prepare and present oral and written information and reports. + Ability to prepare proposed legislation, policies, and procedures for the implementation and administration of area of expertise. + Ability to interpret, analyze, and resolve highly complex administrative, financial, and human resource problems and issues. + Ability to plan work unit objectives and operational activities and direct the work of subordinates. Minimum Qualifications The formal education equivalent of a bachelor’s degree in human resources, business administration, public administration or a related field; plus, three years of progressively more responsible experience in program area.
