Summary  

Acting under the authority of the C-17 TS Operations and Maintenance Program Manager, the C-17 TS (ATS) Training Service Support Center (TSSC) Manager is responsible for all aspects of TSSC Operations.  Focal point for management of the total C-130 Training System Support Center.  The TSSC Manager supervises Engineering to include Visual Data Base Management, Configuration and Data Management (C/DM), Information Technology (IT), Test, Courseware, and Integrated Logistics Support (ILS) departments to ensure contract compliance. The TSSC Manager also oversees the Maintenance Training System (MTS) TSSC, coordinating all applicable actions with the MTS TSSC Manager to ensure contract compliance and seamless operations.   

 

Essential Duties and Responsibilities

Manages TSSC operations.  Provides direct supervision to CAE assigned staff.  Provides oversight of subcontracted staff.  Ensures seamless TSSC operations and contract compliance. 

Coordinate and schedule TSSC activities to include hardware and software design, modifications, code and test, configuration management functions, TMS support, master library functions, and CyberSecurity.  

Assign functions to subordinates and review completed technical work for compliance with requirements; ensure necessary documentation associated with TSSC modification activity is completed.  

Collaborate with a wide variety of functional areas such as engineering, program management, marketing, manufacturing, and operations to develop and produce proposals responsive to customer needs, as well as recognizing unidentified market opportunities. 

Monitors costs, progress and quality of work and determines solutions to problems encountered. 

Answers complex technical questions escalated from team members. 

Primary contractor point of contact for the monthly Training System Working Group (TSWG). 

Acts as TSSC liaison between the assigned government Program Office/Quality Assurance Representative (PO/QAR) and the CAE USA Operations and Maintenance Program Manager.   

Acts as the TSSC Contract diplomat, liaison and QAR Point of contact for the USAF customer.  

Ensures contract compliance for all site operations and maintains good working relationships with all customers. 

Provides oversight of training programs for all personnel and is responsible for providing adequate resources. 

Manages the TSSC quality assurance program to ensure AS9100D compliance.   

Attends necessary weekly, monthly, and quarterly meetings as required or directed by the Operations and Maintenance Program Manager. 

Represents the TSSC/Company in day-to-day activities associated with site operations and local USAF base and community.  This includes meetings, community planning activities, local charitable activities, and Government sponsored programs. 

Coordinates with Formal Training Unit (FTU) to meet site specific FTU requirements for facilities and support. 

Participates in and plans conferences with USAF customers. 

All other duties assigned. 

SUPERVISORY RESPONSIBILITIES 

Provides direct supervision to CAE personnel.  Provides oversight of subcontracted staff.   

Provide counsel, advice and guidance to management, subordinates and other internal groups on technical matters including the capabilities and limitations of current technology, facility capability and costing of effort as these items pertain to quality and process improvement.   

Responsible for scheduling personnel, as well as managing labor and material expenditures.   

Attends meetings, manages delivery schedules and coordinates site activities.  Ensure a safe and secure work environment is established and maintained. 

 

 

Qualifications and Education Requirements

Bachelor’s degree in a technical field and six years of simulation-related experience. Master’s Degree preferred. 

At least 7 years’ progressive management experience.  Prior C-17 experience, with emphasis on Command/Leadership experience, and aircrew training is desired. 

Strong leadership, communication, and interpersonal skills are required 

Understanding of military protocols and customs is essential 

Must exhibit high performance and capability to work in a team environment 

Must be proficient in Microsoft Excel, PowerPoint, Project, and Word 

Must be able to effectively deliver oral presentations to management and customers 

Must be able to work independently and direct subordinates 

Must be able to work a flexible work schedule with overtime and weekend work as required.  

Must be willing to work any shift or day of the week as required.

Language/Mathematical/reasoning Skills 

Excellent verbal and written communication skills 

Must have the ability to read, analyze, and interpret the most complex word and technical documents/diagrams.    

Will be required to respond effectively to sensitive inquiries and complaints.  Must be able to generate effective oral and written presentations and proposals on complex subjects.  

Must be able to calculate figures and amounts, prices, commissions, and percentages, and to draw and interpret graphs. 

Must be able to define problems, collect data, establish facts, and draw valid conclusions.  An ability to interpret complex customer requirements and attitudes from verbal, non-verbal, and written communication is essential.    

 

Security Responsibilities  

Must comply with all company security and data protection / usage policies and procedures.  Personally responsible for proper marking and handling of all information and materials, in any form. Shall not divulge any information, or afford access, to other employees not having a need-to-know. Shall not divulge information outside company without management approval.  All government and proprietary information will be accessed and stored electronically on company provided resources.   

 Incumbent must be eligible for DoD Personal Security Clearance.

Work Environment  

This job operates in a professional office environment. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.  

Domestic and international travel as required. 

Will be working in areas with risk of electrical shock from moving mechanical parts driven by hydraulics under high pressure. 

Will at times be exposed to the following conditions: extreme heat, airborne particles, and loud noises. 

 

 

Physical Demands  

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.   

Must be able to walk and/or climb stairs and ladder into a simulator or airplane cockpit.  

Must be able to stoop, bend, and crawl on top or under training devices.  

Must be able to detect odors or hear noises, bangs, etc., or other sounds to detect problems or flaws in the surrounding environment. 

Must be able to distinguish colors.
