Performs complex (journey-level) staff services work. Work involves planning and coordinating several staff services functions such as managing travel accounting, requisitioning, training, property management, and preparing and managing department confidential documentation. Work involves human resource functions such as planning and coordinating leave requests, personnel action requests, initiating Family Medical Leave Act documents, and tracking/coordinating performance reviews. Works under general supervision, with limited latitude for the use of initiative and independent judgment.*To promote a strong environment, TVC maintains a telecommuting policy. The policy is decided by division and contingent on continued performance.* * * *Essential Duties and Responsibilities:* · Provides administrative support and technical assistance for the Director and management staff of the Veterans Mental Health Department. · Coordinates activities among leadership, management, and staff in support of day-to-day operations and needs to include answering phones which may include veteran crisis calls. · Arranges and coordinates meetings and events for the Director and Operations Manager; collects and maintains read-ahead materials and documentation for the meeting/event. · Maintains calendar scheduling for Director and Operations Manager. · Prepares, edits, or revises correspondence, technical materials/documents, reports, and forms. · Coordinates travel for Director and Operations Manager; prepares travel authorizations/vouchers, travel itineraries, and information binders associated with the travel. · Coordinates travel for department staff; collects and reviews staff travel authorizations/vouchers and makes appropriate hotel/rental/flight reservations for staff in accordance with travel policies and procedures. · Manages travel projection and expenditure records. · Manages department supplies to include preparing purchase requisitions and reconciliation of receipt reports. · Provides administrative support for personnel functions to include hiring and selection; personnel actions; telecommuting; and performance management functions. Maintain appropriate records and documentation as required by the department and/or human resources. · Serve as the FMLA liaison for staff. · Serve as the timekeeping administrator for the department; prepare and reconcile monthly reports related to timesheet completion/certification, leave balances, and overtime/comp time reporting. · Attends department and leadership meetings; prepares and distributes agendas and minutes as appropriate/needed. · May assist in researching, writing, designing, proofing, or editing agency publications such as brochures, forms, manuals, reports, and charts. · May assist in compiling statistical data and preparing various charts, graphs, and written summaries. · Maintains confidentiality of sensitive information. · Communicates directly with community stakeholders about aligning mental health services, as needed. · Performs related work as assigned. * * *Military Crosswalk information:* https://hr.sao.texas.gov/Compensation/MilitaryCrosswalk/MOSC_ProgramManagement.pdf *Minimum Education:*Bachelor’s degree from an accredited four-year college or university with major coursework in human resources, public or business administration, psychology, counseling, social work, and/or a related field. Experience may be substituted for education on a year-by-year basis.*College Transcripts are required and must be provided before an interview can be extended, it is preferred they be attached to the application.* *Experience:* Minimum three (3) years’ experience in office management,or executive support work. Three (3) years’ experience with Excel, Word, PowerPoint, Outlook and Access databases and conducting internet research required. *Additional Requirements:* · A valid Texas Driver’s License must be provided within 90 days of hire. · Work hours other than 8 – 5 may be required. · Occasional weekend or evening hours may be required. · Occasional overnight travel may be required. *Preferred Experience and Qualification:* · Bachelor’s Degree. · Experience in mental health services. · Experience as a time administrator utilizing the state Centralized Accounting and Payroll/Personnel System. · Experience with the States Centralized Accounting and Payroll/Personnel System (CAPPS) · Experience in a State Agency · Experience with coordinating and processing travel for government employees. · Certified Microsoft Office Specialist (MOS) · Customer service experience. · Knowledge of Veterans’ unique mental health needs · Knowledge of Texas Veterans Commission. · Honorably discharged Veteran. *Knowledge, Skills and Abilities:* · Knowledge in modern office practices and procedures and principles of office management · Knowledge of computers and business terminology · Skill in coordinating activities and schedules. · Skill in using Microsoft Word, Excel, and Power Point (Intermediate Level). · Skill in use of standard office equipment and software. · Ability to handle high-level administrative matters and to maintain appropriate confidentiality. · Ability to apply agency rules and procedures and to provide guidance to others. · Ability to employ critical thinking to analyze and solve work problems. · Ability to communicate effectively and to communicate complex ideas succinctly and clearly, both orally and in writing. · Ability to provide exceptional customer service. * Ability to handle high-level administrative issues. · Ability to gather, assemble, correlate, and analyze facts using a computerized database. · Ability to work effectively with diverse individuals, groups, and stakeholders. · Ability to use appropriate grammar, spelling, punctuation, mechanics, and editing skills in correspondence and communications. *Environmental & Physical Conditions: * Normal office work environment, mostly sedentary in nature. May involve walking; standing; remaining stationary for long periods of time; pulling and pushing; kneeling, stooping, and bending; and safely lifting and carrying items weighing up to 30 pounds.
