Program Summary

The KBR UABOS Program provides comprehensive BASE OPERATING SUPPORT – INSTALLATION (BOS-I) services at Moron Air Base in Spain. These services are delivered to support the 39th Air Base Wing, mission partners, and tenant units, encompassing a diverse range of personnel including transient, temporary duty (TDY), permanent party, and rotational personnel.  The program ensures the seamless functioning of operations, maintenance, and support activities essential for the sustained mission readiness and operational effectiveness of UABOS and its associated units. 

Job Summary

The UABOS Spain Senior Human Resource Generalist will play a crucial role in overseeing various HR functions within the organization and provide guidance to a team of two or more HR staff members. This role involves implementing HR policies and procedures, managing employee relations and compliance, and supporting employee development initiatives. Key responsibilities include overseeing contract labor agreements and engaging with labor unions.

Roles and Responsibilities

Manage day-to-day HR administrative tasks, including processing payroll changes, managing HR systems, preparing reports, and ensuring the HR team’s accuracy and efficiency in these areas.

Provide some oversight to the on-site HR team, through support, mentorship, and ensuring high standards in HR service delivery. Facilitate the On-Site onboarding and orientation process to ensure a smooth transition for new hires.

Address employee concerns, mediate conflicts, and provide guidance on HR policies and procedures. Foster a positive work environment and support employee engagement initiatives.

Ensure compliance with employment laws and regulations by staying up to date with changes, advising management on necessary actions, and working closely with labor unions on compliance matters.

Provide guidance on contract labor agreements by advising during negotiations on HR-related issues. Participate in union negotiations to stay informed of any changes that may impact the workforce and ensure that the HR team understands and supports compliance with these agreements.

Resolve labor issues in collaboration with Labor Relations and relevant departments, focusing on equitable solutions and fostering workplace equality.

Assist with employee benefits programs, including health insurance, retirement plans, and leave policies.

Coordinate employee training and development initiatives to enhance skills and competencies across the organization.

Conduct investigations into employee complaints or misconduct allegations, following established protocols and ensuring confidentiality.

Provide guidance and support to employees and managers on HR-related topics and empower the HR team to deliver consistent, quality support across departments.

Basic Qualifications

Must be a U.S. Citizen with a current U.S. Driver’s License (minimum “C” Class)

Bachelor’s degree in security management, Information Technology, Criminal Justice, or a related field.

2-4 years of experience in security operations, risk management, or a related field.

Must be fluent in English.

Must possess passport book (not passport card) with at least 12 months of remaining validity AND with at least 4 blank visa/stamp pages remaining.

Must possess driver's license with at least 6 months of remaining validity.

Must hold and active DoD secret clearance or be able to obtain this clearance prior to deployment and must maintain such clearance for the duration of employment in this role.

Completion of an undergraduate degree and 5+ years of experience.

Knowledge of HR practices, labor laws, regulations, and best practices related to workplace equality.

Leadership and people-management skills, with the ability to mentor and guide team members.

Excellent interpersonal and communication skills, with the ability to interact effectively with employees at all levels of the organization.

Proficiency in HRIS software and Microsoft Office Suite.

Bilingual in English and Spanish

Preferred Qualifications

HR certification (e.g., SHRM-CP, PHR) preferred.

Union / Labor relations experience
