The University Interscholastic League (UIL) is the governing body for extracurricular activities in Texas public schools. The UIL sanctions and conducts activities in academics, music and athletics for students in elementary school, middle school and high school in over 1,200-member school districts.

Purpose

Provides leadership and management of the University Interscholastic League (UIL), an organization that sanctions and conducts interscholastic competition in academics, music and athletics in Texas for students in elementary school, middle school and high school.

Responsibilities

Effectively manage the organization's operations and supervise the Directors of all UIL programs to ensure that an effective program is maintained.

Provide professional administrative guidance and direction to the competitive educational programs developed by the public schools of Texas.

Ensure the educational aspects of competition are maintained and preserved through developing and enforcing a sound set of rules and regulations.

Represent UIL at events, committees, and associations both in and out of state.  Maintain good public relations with all stakeholders.  Work with various professional groups interested in UIL programs. Work on special committees with school administrators and serve as a consultant to member schools on issues seeking resolution.

Work with the UIL Legislative Council and its committees to ensure the rules and programs are continually reviewed, updated, and legally compliant. Collaborate with various professional groups, stakeholders, and higher education institutions to maintain an educational and amateur program.

Serve as the liaison between member schools of the UIL, the Texas Education Agency, and the State Board of Education. Serve as a resource to the Texas Legislature and provide verbal or written testimony as needed on matters regarding UIL.

Act as liaison for legal matters involving UIL. Work with legal counsel, protect and defend the rules and decisions made by UIL member schools.

Required Qualifications

Ability to demonstrate competencies typically acquired through bachelor’s degree in education or a related field, and ten years’ experience with interscholastic competitions in academics, music and athletics (combined). Experience working with state legislature/elected officials and related national associations. Knowledge of the UIL Constitution and Contest Rules. Experience with corporate sponsorship, contracts and complex budgets. Effectively provides management responsive consultation and recommends appropriate approaches and solutions. Experience with media relations and public speaking. High degree of integrity. Experience working with elementary, middle and high school administrators and teachers. Navigate and influence culture and operation of wide-ranging organization. Resolve disputes farily. Ability to find common ground and acquire cooperation from stakeholders. Advanced communication and interpersonal skills with calm demeanor. Make quick, effective decisions.

Relevant education and experience may be substituted as appropriate.

Preferred Qualifications 

Ability to demonstrate competencies typically acquired by 15 or more years’ experience with interscholastic competitions, school district administration. A Ph.D. or other terminal degree in Education or equivalent field is preferred. Knowledge of  UIL eligibility rules. Familiarity with the UIL Legislative Council and its committees. Ability to prepare, monitor and manage a large operating budget.  Ability to increase financial resources via sponsorships and revenue development.

Driving Required

This job requires a class "C" operator's driver's license. The applicant selected must provide a current three-year driving record from the current state of residence. If not currently a Texas resident, a Texas driver's license must be obtained within 30 days of becoming a Texas resident. Employees who are required to have a CDL are subject to drug and alcohol testing (pre-employment, post-accident, reasonable suspicion, random, return-to-duty, and follow-up drug and alcohol testing).

Employment Eligibility:

Retirement Plan Eligibility:

The retirement plan for this position is Teacher Retirement System of Texas (TRS), subject to the position being at least 20 hours per week and at least 135 days in length. This position has the option to elect the Optional Retirement Program (ORP) instead of TRS, subject to the position being 40 hours per week and at least 135 days in length.
