We employ more than 600 HSSE professionals across JLL. Our primary areas of focus are in our Workplace Services (facilities maintenance & engineering) and Project & Development Services (PDS) but the role also encompasses supporting all product lines. Until recently, our approach to HSSE management was built around local and regional structures. However, with the increasing globalization of our client base, we are now implementing a global HSSE programme to deliver the global consistency and excellence our clients and shareholders demand and which our people deserve. This role is crucial in ensuring the global programme is implemented across our Global Business.
Role Purpose
As a member of the JLL UK & Ireland & wider EMEA HSSE team, the successful candidate will be accountable for providing HSSE expertise for the UK Government sector, supporting business leaders, overseeing HSSE in all business lines and products and developing the HSSE culture in the United Kingdom.
The successful candidate will be capable of meeting consistent goals set by the Global HSSE function, Regional HSSE Lead and other stakeholders as appropriate. Goals will be continuously stretched in pursuit of our safety and sustainability ambitions. The most important objective of this role will be ensuring that our employees and sub-contractors across United Kingdom return home safely at the end of their workday. This will require a sustained improvement in HSE culture, reduction of incidents and injury rates across the United Kingdom businesses, and engagement with the wider HSSE community to raise awareness and ensure personal accountability for safety and wellness.
This role reports directly to the Senior Director UK & Ireland HSSE Lead, with dotted operational lines into the (Government/Public Sector account), account Senior Leadership/Account Director, or delegated Director level engineering ec.
The role will be dedicated to managing HSSE matters for all JLL Work Dynamics business lines within the account in-line with the managing agent model for the account. It will have accountability for implementation of the Global JLL Work Dynamics HSSE requirements across all of United Kingdom JLL Work Dynamics operations and ensure alignment of HSSE programmes across product lines. It will have a high degree of site-based activities and will require significant travel around the country.
The main function will be, but not limited to:
Enable the business to comply with JLL, cultural, client and statutory requirements in its operations:Demonstrate leadership in all health, safety and environmental issues, ensuring that the JLL HSSE Management System and Standards are applied across areas of responsibility including PDS & Workplace operationsDeliver and manage the assurance process and client reporting on emergencies, response management, fire strategy, fire risk assessments & safety management plans, water risk management, asbestos, CDM compliance on relevant project works, and business continuity / disaster recovery plansEnsure alignment and compliance with Global JLL HSSE policies and standards and statutory requirementsDevelop a collaborative partnering relationship(s) with the client’s suppliers’ HSSE representatives, working closely with the client’s suppliers to help them resolve problems and sharing best HSSE practice across the client’s supply chainFacilitate the delivery and management of HSSE, by supporting staff and business lines to achieve complianceProvide reporting and monitor performance against all JLL & client-set HSSE metrics and KPI’sSupport the programme for training, audit, measurement and reporting HSSE performance against agreed standardsSupport new business pursuits, transition of new accounts and expansion of existing accounts Promote a positive, proactive HSSE culture and to influence stakeholders Implement practical risk management strategies.Represent HSSE in support new business pursuits and support the transition of new business accounts.Account specific of HSSE account role around programmes & assurance required under the scope of deliverables for the account:Provide a professional advice service on all matters relating to the Health and Safety at Work Act 1974Responsible for reporting on and investigating all accidents, incidents, dangerous occurrences and near misses, reported by GPA, GPA clients and GPA’s Regional Supply Chain Partners; provide insight, analysis and recommendations to prevent any repeat, the Lead will support & report all high level accidents & incidents involving JLL members of staff in any way, with support from account leadership & supporting echelons also, as they have a part to play in support of any incident reporting requirements, especially low to medium level incidentsProvide professional advice and support to JLL and the Buyer (client) in the delivery of the Risk Assessment Programme covering Fire, Water & Asbestos; The HSSE incumbent with be a key stakeholder in these processes, but will not own the processesThe HSSE Lead role will be a key stakeholder in the JLL’s Business Continuity Development & Recovery plan, and the review of BCDR plans produced by the Buyer's (clients) Regional Supply Chain Partners; The HSSE incumbent will be a key stakeholder in this process, but will only support in the development & will not own this processWork directly with the Buyer (client) or appointed third-party Suppliers to support the development of BCDR plans to ensure compliance with all Buyer (clients) requirementsAs a key stakeholder to this process, provide professional advice in relation to the Buyer’s (clients) BCDR Plan, including the safe evacuation of premises during an emergency and the operation of emergency systems *as per the roles & responsibilities, ‘we support the emergency procedures of the client who own this process*Assist & support in Testing the Buyer's BCDR PlanProvide professional assurance that, (in accordance with the Construction Design and Management Regulations 2015) the “principal designer” and “principal contractor” are fulfilling their duties under Construction (Design and Management) Regulations 2015, for all projects delivered by the Buyer's Regional Supply Chain PartnersEvery day is different, and in all these activities, we encourage team members to show their ingenuity.

Coordinate the implementation of HSSE monitoring procedures that ensure the timely internal management reporting of performance.Meet operational objectives as specified by the relevant business leaders.Have a pragmatic and cost-effective approach to HSSE management.Identify solutions and approaches to problem solving including strengths and weaknesses of existing systems and alternative solutionsImplement JLL CS HSSE strategic objectives and bring them to life for the (Government/Public Sector account), ensuring effective operational relevanceManage and reduce operational risks across the account by providing guidance and advice on health and safety risk management at all levels.Provide technical advice on relevant HSSE issues and communicate notifications of changes in legislation that will impact service delivery and/or client occupancy.Ensure a continued working knowledge of relevant current legislationIdentify improvement opportunities and support the account team in identifying practical cost-effective solutions and controls for HSSE risks.Ensure building related risk assessments are in place in line with legal requirements and Client Risk Control StandardsManage account for incident and accident investigationsOrganize, implement, and maintain an effective account HSSE communication planLeadership
Support JLL Work Dynamics’ goals of alignment to ISO14001 & ISO45001 Standards.Ensure the delivery an HSSE training programme based on the JLL HSSE training model and which is compliant with all local requirements in the region.Manage the relationships between accounts, business functions and employees who operate within the region.Provide guidance and advice on health, safety and environmental risk management at all levels in the assigned region.Standards
Ensure all JLL Work Dynamics business lines and accounts meet the minimum JLL Global HSSE Standards.Keep abreast of legislation advice and to alert the business to such changes that will impact on the business.As directed, produce and update policy proposals and procedural amendments reflecting changes in legislation, best practice or advice.Conduct & support investigations of incidents with health & safety and/or environmental consequences, complete root cause analysis and ensure appropriate records are maintained.Support teams, to secure operational HSSE compliance, including providing support for HSSE audits and inspections as required.Support staff with the completion of HSSE risk assessments and the identification of appropriate control solutions.Support Operations team with any associated HSSE AwardsCommunication & Reporting
Ensure the ownership of HSSE is driven into the operations teams and supply chain partners responsible for delivering services.Secure the development of a positive, proactive HSSE culture at all levels throughout the region.Establish effective relationships and work closely and co-operatively with business leaders, senior managers, account teams, JLL employees, the client and our supply chain.Identify, organise and attend appropriate HSSE communication forums.Any other duties deemed appropriate to the role as determined by the UK & Ireland Senior Director HSSE Lead /or other senior directors.

Appropriate recognized Professional HSSE qualifications and membershipsProven history of implementation of environmental, health and safety management systems and processes.Experience of managing HSSE in a different areas of Real Estate management (e.g. Projects, Property Services, Facilities Management, hard & soft services engineering, Construction, Consultancy).Must be willing and able to travel internally as deemed necessary to fulfil the role.Desirable Criteria
