Underwriter (CDBG-DR/MIT Programs) Summary Purpose for the Position Evaluate feasibility of farms operations per the CDBG-DR programs guidelines. Validate the business financial viability and/or the proposed business plan. Visit the applicant’s property, if deemed necessary, to complete the evaluation. Requirements (Education, Experience, Certification, Knowledge, Skill) Bachelor degree in business administration, finance, accounting, economics or equivalent to three (3) years of experience on the field, or at least three (3) years of experience in CDBG-DR/MIT programs funded by Housing and Urban Development of the United States (HUD). Position Responsibilities Determinate the eligibility of applicant according to the programs guidelines. Analyze the financial aspects of the applicant's business and assess potential risks. Identify, assess, and manage risks at application, eligibility and award level. Conduct risk assessments, develop mitigation strategies, and monitor risks throughout the application lifecycle. Establish a change management process to address program scope changes and assess their impact on timelines, resources, and deliverables. Conduct program evaluations and lessons learned sessions to identify areas for improvement and best practices. Review applicant’s business documentation following HUD’s Underwriting Guidelines. Analyze the financial aspects of the applicant's business and assess potential risks. Thoroughly assess each criterion on the CDBG Underwriting Checklist for compliance and document accordingly. Request any information that may be required from the applicant to complete the underwriting process. Determine whether the applicant's business meets the eligibility criteria outlined in the CDBG Underwriting Criteria. Perform any other function necessary to complete the underwriting review process. Validate the business financial viability and/or the proposed business plan and submit a report. Maintain accurate and organized records of compliance activities, reports, and documentation. Working Conditions/Environment The Underwriter will be located in Ponce, Puerto Rico. Requires frequent travel to program communities throughout Puerto Rico. Requires flexible work hours including nights and weekends. Transportation Requirement Position requires automobile, driver’s license and insurance. Approved: 2/1/2025
