**POSITION DETAILS**

The CUNY Office of Budget and Finance provides strategic, responsible and effective leadership and management of all CUNY financial and budgetary resources. Reporting to the Chief Financial Officer of the University system, the University Executive Director of Capital Budget is responsible for managing the University’s capital budget, funding, and planning. The position works closely with the Vice Chancellor and the rest of the FPCM team to ensure that funding is available for critical capital projects.
Key responsibilities include but are not limited to the following:
+ Direct and coordinate the University’s annual budget request and five-year capital plan.
+ Manage the planning of strategic investments of resources to ensure efficient use of funds and identify funding to ensure that projects can be initiated, progressed, and completed.
+ Oversee all approvals for the use of City and State Funding; set up funds, provide documentation, answer questions, and track progression of approvals.
+ Coordinate funding and spending requirements with the Dormitory Authority of the State of New York to ensure available funding for payment processing.
+ Track and monitor spending and budgets and report on all capital projects.
+ Provide administrative and analytic support functions for the capital program.
+ Verify funding availability for all capital projects.
+ Function as the University’s primary capital budget liaison with State Division of Budget (DOB) Higher Education Taskforce, Dormitory Authority financial staff and New York City's Office of Management and Budget (OMB) Education Taskforce; provide all technical and status information to New York City council, OMB, and DOB on CUNY's capital program.
+ Collaborate with colleges and elected officials to update/change funding to allow efficient use of funds.
+ Review and comment on new legislation in New York City and New York State budget, understanding the impact on CUNY's programs.
+ Analyze New York State and New York City budget proposals and report on results.
+ Coordinate data in and between the University’s, CUCF’s, State, City, and DASNY’s financial systems.
+ Represent CUNY to the City University Construction Fund Board of Trustees (CUCF).
+ Supervise budget analysts and coordinate interactions with staff from FPCM, Office of Budget and Finance, college Vice Presidents for Finance and Administration and other CUNY central offices.
+ Perform related duties as assigned.
**NOTE** :
Until further notice, this position is eligible for a hybrid work schedule.
**QUALIFICATIONS**
Minimum:
This position is in CUNY's Executive Compensation Plan. All executive positions require a minimum of a bachelor's degree and eight years' related experience.
Preferred:
+ Experience in a publicly funded urban higher education institution and knowledge of New York State operations and capital budgeting processes are desirable.
+ Certifications such as Certified Public Accountant (CPA) or Chartered Global Management Accountant (CGMA) preferred.
+ Strategic financial planning, analysis and management experience, along with demonstrated effectiveness in resource planning, budget modeling, application of appropriate fiscal management systems and technologies, data analysis, project management and presentation, and leadership in budget development and communication.
+ Strong customer service orientation and attention to details; excellent analytical, oral, written and, interpersonal communication skills.
+ Must be effective in communicating critical financial information to all members of the University community and be able to collaborate with stakeholders to determine the specific content and format of financial reporting that will help partners make sound strategic decisions.
+ Must have sound supervisory skills and experience as well as a consultative management style with the ability to foster a cooperative and collaborative work environment, take the initiative to make decisions, resolve problems, and work effectively with all levels of staff and constituents.
+ Must be a transparent and ethical decision maker who effectively analyzes challenges, including those specific to sustaining and supporting the University’s mission, and considers thoughtful, viable means to address them.

**COMPENSATION AND BENEFITS**
The salary range is **$165,000 - $195,000** , commensurate with credentials, education, and experience.
