Summary The National Intelligence University (NIU) is the Intelligence Community's sole accredited, federal degree-granting institution. The University Operations Support Officer will perform the following roles: Employee Recruiting & Development: Support the recruiting, development, training, employee relations, and compliance efforts at NIU, applying a hands-on approach to maximizing utility and efficiency in managing university personnel across the 18 IC components. Support Corporate Initiatives: Serve as a focal point for projects or programs that support NIU's broader mission, which may include non-HR related initiatives. Conducts research and analysis of basic administrative issues and provides information and material to support recommendations needed for decision-making and passes on to senior management. HR Operations & Guidance: Provide advice and guidance on a broad range of HR topics, resolve HR issues, and ensure compliance with policies, procedures, and regulations. Data Management & Reporting: Assist in maintaining and updating HR records, track staffing changes, and support various HR projects that contribute to the ODNI human capital mission. Cross-Functional Support: Collaborate with other departments to implement organizational improvements, participate in policy support initiatives, and ensure smooth execution of non-HR projects. Experience Beyond Traditional HR: This position offers the opportunity to gain experience that traditional HR roles may not, giving you the chance to expand your skill set in new and challenging areas. Maintain productive working relationships with colleagues, HR managers, and customers as appropriate and use these relationships to share information of interest and explain the specifics of HR programs. Specific Duties: Serve as focal point for NIU's HR office, responsible for all aspects of HR support to NIU and personnel, including posting vacancy announcements, maintaining staffing table updates, liaising with ODNI/HRM on behalf of NIU and personnel assigned to NIU, providing interpretation of HR policies and regulations for NIU leadership and personnel assigned. Collaborates with action officers to advance HR and other NIU initiatives, to assure timely completion of tasks, and to identify any follow up actions. Apply specialized knowledge to resolve HR issues. Represent NIU in a positive, proactive manner with the ability to communicate complex information in a clear, concise manner targeted to meet the needs of NIU leaders and the NIU workforce. Perform other duties and support other NIU initiatives as assigned. Requirements Conditions of Employment Must be a current permanent ODNI employee. OR Must be a current permanent Federal employee Must have supervisory approval to apply to the Joint Duty Assignment. Qualifications Mandatory Requirements: At least one year of experience in Human Resources or two years in a related field. Ability to work in a fast-paced environment with shifting priorities and timelines. Communication skills, both written and oral, and the ability to explain complex concepts clearly and concisely. Analytical thinking and problem-solving skills, including the ability to provide actionable insights based on HR data. Interpersonal skills and ability to build and sustain professional networks across organizational boundaries to exert influence. Ability to manage multiple tasks and responsibilities, with an attention to detail and organizational skills. Desired Requirements: An Undergraduate Degree in Human Resources Administration, Business Administration, Training and Development, Workforce Analytics, or other related disciplines Experience with Intelligence Community training or educational components. Interest in learning about corporate initiatives outside of the HR function and willingness to take on new challenges. Salary Determination: A current Federal Government employee, selected for a detail, will be assigned to the position at their current grade and salary.
