Job Summary

KBR is seeking a Project Administrator to support the USAID Procurement Service Agent (PSA) HIV program. This full-time position, based in Fairfax, Virginia, offers a hybrid remote/office work schedule. The Project Administrator will be responsible for analyzing various program activities such as acquisition program planning, proposal pricing, financial management, and cost analysis. The role includes assisting in the development and implementation of strategies to achieve program objectives on time, within budget, and in compliance with technical and performance criteria. Strong problem-solving, analytical, and communication skills are required to support the program’s operational success. The position reports to the Program Director and provides support in program progress reviews, cost control, and overall program management.

Roles and Responsibilities

Analyse program activities, including acquisition planning, financial management, cost analysis, and network analysis, ensuring compliance with program requirements.

Develop and review program budgets, comparing them against actual performance, previous budgets, and estimated revenue to guide financial decisions.

Support the development and implementation of acquisition strategies, plans, and other regulatory documentation, including writing, editing, and compliance checking.

Assist in cost and schedule control on contracts requiring validated cost schedule control systems, ensuring that contracts remain within negotiated parameters.

Participate in the preparation of funding profiles, sales outlooks, variance analysis, and expenditure projections, ensuring timely submission of funding requests.

Integrate contractual changes into control systems and monitor work against contracts to maintain realistic cost and schedule baselines.

Develop and maintain program budgets, schedules, and other financial documents to meet contractual/project requirements.

Support the Program Director in executing program objectives and ensuring the successful delivery of project outcomes, including progress reviews and performance assessments.

Analyze business procedures to identify the most efficient methods for accomplishing program tasks and propose new systems or procedures.

Provide informal guidance to less experienced team members and assist in developing or updating operational manuals.

Basic Qualifications

Bachelor’s degree in business, finance, or a related field, or equivalent combination of education and experience.

2 to 4 years of relevant experience in program management, financial analysis, or a related field, with a focus on cost control and budgeting.

Proficient in using databases and financial management tools for cost analysis and budgeting

Preferred Qualifications

Experience with DOD, USAID, or other federal agency programs and regulations.

Familiarity with cost schedule control systems and program management tools.
