XLA is seeking a Deputy Program Manager (DPM) with PSC experience for an anticipated, USAID-funded contract which will provide administrative, technical, and programmatic staff support services to PSC programs managed by USAID.
This position will be contingent upon award and is expected to be a full-time role based in Washington D.C., United States.
The DPM will provide overall leadership, technical direction, and oversight of day-to-day program activity management and customer relationship management. This individual will use their previous work experience managing similar USAID contracts in complex and fluid environments to support full life cycle project management duties including the hiring and management of PSC recruitment professionals.
Serve as the primary point of contact whom USAID may contact for procedural and substantive matters.Lead the technical supervision of all aspects of contract work, including staff/consultant identification and management, dissemination of information, and submission of reports and other contract deliverables.Respond to task order requests, and provide central management and oversight of task orders under the contract.Work collaboratively and often with USAID leadership, field project managers, technical officers, contracting officers, and contracting officer representatives in the Office of Acquisitions and Assistance to carry out acts to support and respond to task orders, ensure mutual understanding of expectations, and adapt to emergent changes in the operating context.Provides oversight for PSC Recruitment & teamwork products ensuring acceptable quality control methods are consistently followed and monitored and high team performance is achieved. Report to USAID technical and contract personnel in accordance with its reporting requirements.Support the development and delivery of high-quality materials and presentations aimed at different audiences, including decision-makers.Managing logistics and support for employee and consultant on-boarding and deployment processes as well as full time staff TDY travelSupporting specific needs within personnel management - recruitment, onboarding, orientation, staffing, performance recognition/improvements, and performance reviews.Ensures position descriptions are created for new positions and updated for existing positions.Support staff communications and information dissemination.Motivates staff to achieve a high standard of quality service and support professional development.Provide management support for surge staff brought on for short/long term assignments.Assists in interpreting policies, purposes, and goals of corporate and/or USAID for contractor support staff.Updating financial projections to reflect changes in overall staffing levels, expectations, and client prioritiesEnsure all documentation for timesheets, invoices, subcontractors, vendors, and procurements are properly prepared and compliant. Provide staff oversight and ensure staff are compliant and adhering to government rules and regulations.Maintain good communication and professional relationships with all colleagues and clients.Documents meeting discussions with customer capturing action points.Supporting ad hoc and special projects which may be either time sensitive or long-term in nature Requirements Bachelor's Degree.Minimum of 12 years work experience, with five years of direct experience supporting USAID contracts. Direct experience working with PSC Recruiters and ability to manage a large scale program.Working Experience and understanding of FAR 37.104 and AIDAR. Experience and understanding of Section 636(a)(3) of the Foreign Assistance Act of 1961, as amended (FAA).Knowledge of Federal Acquisition Regulation (FAR) Subpart 2.101.Must be a U.S. Citizen and have the ability to obtain and maintain a Secret Clearance. Direct experience with cost plus type contracts. Demonstrated problem-solving attitude and ability to work with stakeholders.Outstanding communication skills, influencing abilities, and client focus.Professional proficiency in English is required.Demonstrated proficiency in using all Microsoft Office applications.
Desired, but Not Required Skills
Master's Degree plus eight years of work experience, with a focus on five years supporting USAID contracts. Current, active Secret clearanceDirect Program or Project Management experience with USAID, and USAID policies and regulations including the DSSR and FTR. Experience in the recruitment, hiring, and on-boarding of PSC personnel. Demonstrated attention to detail under tight deadlines. Experience supervising and mentoring more junior staff. Experience in remote management of personnel. Experience working internationally or working in support of programs in fragile or transitional state environments.Ability to start within 3 weeks of receiving interim clearance, clearance or offer.
