Job Overview

The Utility Management Manager at STT GDC Philippines plays a crucial role in managing and optimizing the utility systems that support our data center operations. Reporting to the Business Operations Manager, the Utility Management Manager is responsible for,

Ensuring the efficient operation of power, cooling, and other utility systems and maintaining optimal conditions for our data center facilities, and 

Securing 100%, 24/7, electricity supply at most competitive rates.

Responsibilities

Utility Management:

Assess and define energy load profile, load patterns, and efficiency metrics of each site particular to power, water and cooling.

Evaluates daily load requirement of each site and recommends applicable energy sourcing.

Oversee and address issues and risks on utility management (power, water and cooling) across all sites.

Manage and conduct internal technical operational audits across sites including review of energy, safety and environmental management plans.

Develop and maintain comprehensive data tracking systems for utility usage (power, water, fuel and cooling).

Identify anomalies and areas for improvement in technical operations (electrical and mechanical) across all sites.

Efficiency Enhancement:

Collaborate with cross-functional teams to implement energy-efficient technologies and practices.

Identify opportunities for reducing energy and resource consumption while maintaining high operational standards.

Develop projects and programs on alternative and renewable energy to lower and optimize energy and resource usage and cost.

Cost Management:

Recommend and advise on energy usage trends to support in securing appropriate electricity supply requirements for each site.

Analyze pricing structures of the power generation, transmission, and distribution and other operational resources (water, fuel and chemicals)  to support budget forecast and planning.

Responsible for supply contract implementation, including but not limited to, validation billing items from source to customer node and monthly load summary.

Compliance and Sustainability:

Comply and keep abreast with the latest policies and protocols on all related energy and environmental regulatory requirements.

Ensure regulatory permits and reportorial submissions are fully complied with government agencies such as Department of Environment and Natural Resources (DENR), Laguna Lake Development Authority (LLDA),Department of Energy (DOE), Energy Regulatory Commission (ERC), and Independent Electricity Market Operator of the Philippines (IEMOP); and power industry partners such Distribution Utilities (DU)  and Retail Electricity Suppliers (RES).

Develop and implement sustainability initiatives related to energy usage and environmental requirements.

Act as company representative to the government agencies.

Data Reporting and Documentation:

Generate regular reports on resource (power, fuel, chemicals water and cooling) consumption, efficiency improvements, and cost savings.

Oversee and maintain records of facility  management policies and procedures.

Maintain accurate documentation of utility-related processes and initiatives.

Prepare presentations for management and stakeholders.

Vendor and Contractor Management:

Manage relationships with Water Utility Provider, Distribution Utilities, Energy Service Contractors (ESCO), and RES, including leading negotiations for Renewable Energy (RE) supply contracts to enhance sustainability, energy security, and cost-effectiveness.

Negotiate contracts and service agreements to optimize service quality and costs.

Oversee service level agreements (SLAs) and performance evaluations.

Qualifications:

Bachelor's degree in Electrical Engineering, MBA is preferred. 

Minimum of 5 years of experience in a facility management  role managing technical operations, vendor relationships and contracts preferably in the data center, telecommunications, utility, or manufacturing environments.

Must be a Certified Energy Manager duly recognized by the DOE, Certified Energy Auditor is a plus.

Proven experience in establishing and implementing energy management systems (ISO 50001:2018 or similar framework), particularly within data center, telecommunications, utility, or manufacturing environments.

Strong  knowledge on environmental protocol and compliance requirements, preferably with experience implementing  ISO 14001:2015 framework and acted  as a pollution control officer.

Strong knowledge in HVAC and cooling technologies, with license or certification in HVAC is preferred.

Solid background on energy-efficient technologies and sustainable practices.

Strong knowledge in power supply management, contracting, and RES pricing. 

Well-versed in the power industry (generation, transmission, distribution) and applicable laws (EPIRA, RE Law, GEOP, Energy Efficiency & Conservation Act).

Excellent analytical and problem-solving skills.

Proficiency in energy data analysis, utility monitoring tools, and basic financial modeling.

Strong communication and interpersonal skills.

Ability to work effectively in cross-functional teams.

Project management experience is a plus.
