Utility Billing Manager
The City of Littleton has an opportunity for a Utility Billing Manager who is responsible for providing supervision, leadership, and strategic direction for utility billing within the Finance Department. This position administers the utility billing system and program which includes wastewater and storm drainage utilities, and for developing and maintaining long-range financial plans. The ideal candidate has a strong working knowledge of utility billing methods and is able to analyze current or proposed rate structures and studies along with providing excellent customer service. Some new upcoming projects may include development of a new utility billing rate structure and subsequent implementation of a new billing system to align with department and city goals. Successful candidates will have a broad range of experience demonstrating innovation, creativity and transforming local government through leading ideas and practices. As a subject matter expert, the Utility Billing Manager will lead and mentor staff in learning and development, and encourage an environment of collaboration with both internal departments and external entities. Those who do not apply by this date may or may not be considered. **ESSENTIAL DUTIES & RESPONSIBILITIES:** + Responsible for utility payment processing, cash receipts, posting and preparing the annual utility billing for all utility customers. + Prepares, reviews, and approves journal entries, billing adjustments and other transactions for accuracy and compliance. + Performs month-end and year-end financial reconciliations for utilities, and identifies and corrects any errors. + Monitors utility billing data and characteristics for accuracy, analyzes reports and resolves/makes recommendations to resolve discrepancies. + Responsible for preparing and maintaining long-range financial plans for the wastewater and storm drainage utilities. + Assists in developing, enhancing and implementing procedures for process improvement through efficiencies. + Gathers, interprets, and prepares data for studies, reports and recommendations. + Interprets municipal rules, regulations, and procedures for application to utility billing activities. + Handles complex procedural applications such as delinquent accounts. + Responds to and assists other staff with internal and external elevated customer concerns or complaint situations involving account disputes, collections and delinquent accounts making adjustments where warranted, or explaining municipal utility billing methods, procedures, or policies as needed. + Ensures compliance with established policies and procedures. + Manages contracts with third party service providers to include printing and mailing contractor, payment processing companies, and software vendors. + Manages and supervises operations to achieve goals within available resources. + Coordinates department activities with other divisions/departments and agencies as needed. + Liaison to Sewer Connector District customers. + Primarily responsible for responding to requests for financial information or surveys from outside agencies. + Provides support for development of annual budget. + Prepares and assists with special projects as required. + May lead or train others in area of expertise. + Performs other similar duties as assigned by the supervisor. + May serve as an Emergency Worker. **Supervisory Responsibilities:** + Encourages an environment of collaboration and teamwork. + Selects, trains, and evaluates employees. + Completes assigned supervisory training. + Provides guidance and assists employees in the fulfillment of responsibilities. + Assigns and directs work; maintains harmony among workers; addresses and resolves issues. + Manages employee performance through meaningful, timely feedback and appraisals. + Makes recommendations to the Finance Director on hiring, discipline, and termination. **MINIMUM QUALIFICATIONS:** + Associate degree from an accredited college or university with an emphasis in accounting, finance or business; and + Three (3) years of increasingly responsible experience in a billing and collections system of a public agency with at least one (1) year of supervisory or team lead experience; or + An equivalent combination of education, training, or work experience, which produces the knowledge, skills, and abilities to perform the essential duties and responsibilities of the position may be considered. + Must be able to pass a pre-employment criminal background check. **Preferred Qualifications:** + Experience managing a utility billing system. + Experience establishing utility rate structures. + Innoprise and Workday software system experience. **KNOWLEDGE, SKILLS, ABILITIES:** + Possess critical thinking, analytical thought process and business acumen. + Able to effectively manage multiple projects with limited guidance and various priorities. + Ability to adapt to new and existing technology. + Intermediate / Advanced skill level in and Microsoft Office software such as Excel, PowerPoint and Word. + Ability to effectively summarize and communicate accounting issues, complex problems and analytics, both orally and in writing to peers and management. + Ability to communicate and influence effectively at all levels of staff including peers and management. **WORKING ENVIRONMENT & PHYSICAL ACTIVITIES:** + Work is performed indoors in a standard office environment. + Occasionally lifting and carrying of files or other objects weighing up to 20 pounds with or without assistance. **Equal Employment Opportunity** The City of Littleton is an Equal Employment Opportunity employer and intends to provide equal employment opportunities to all employees and job applicants regardless of age, ancestry, color, disability, gender expression, genetic information, marital status, national origin, pregnancy, race, religion, sex, sexual orientation, veteran status or any other non-job related characteristic, and to hire and retain the best-qualified individuals without regard to any of these factors.
