+ Responsible for providing Department-wide financial and budgetary forecasting and formulating and implementing effective financial or analytical solutions.
+ Knowledge of technologically driven issues confronting the rapidly changing water and wastewater industry and applying practical valuation modeling for manufacturing and technological alternative approaches.
+ Develop and maintain rate models, budget models, debt models, and revenue/expenditure models, and coordinate rate model analyses conducted by outside consultants.
+ Forecast and implement Public Utilities revenue strategic operating and capital budget schemes.
+ Evaluate and measure outcomes for strategic budget plans.
+ Implement and monitor planning processes, including BCC presentations, budget workshop presentations, and divisional and departmental managers’ briefings.
+ Frequently collaborate with the Office of the County Attorney and Procurement in the development of guidelines, contracts, inter-locals, and other legal documents.
+ Frequently presents/develops information for the BCC, Administration, and Directors.
+ Ensure fiscal compliance with operating, capital improvement, and fund balance funding.
+ Share and disseminate information to the Public Utilities team and complete annual strategic planning and staffing plan development.
+ Responsible for overseeing updates to the utility franchise maintenance rate resolution and preparing the annual report, ensuring compliance and accuracy in all related processes.
Work Hours: Monday – Friday, 8:00 a.m. – 5:00 p.m.
About You
Minimum Qualifications:
+ A Bachelor’s Degree from an accredited college in Business, Finance, Accounting, Public Administration, or other job-related field.
+ Three (3) years of professional job-related experience.
+ - OR - A CPA license may substitute for one year of the required experience.
+ - OR - A Master’s degree job-related field and one-year of professional job-related experience.
+ - OR - Seven (7) years of professional job-related experience in managing technical projects/programs and strategic planning .
About Everything Else
Starting Pay Range: $64,000.00 - $70,000.00 , depending on experience
