Summary The incumbent serves as a Utility Systems Repair Operator and the Working Supervisor for the Boiler/Chiller Plant of the Grand Junction Veterans Health Care System. Responsibilities Duties include but are not limited to the following: Responsible for direct supervision of five (5) Utility Systems Repair Operators, currently staffed at four (4) utility systems operator, one boiler plant mechanic and one utility system repair operator assigned to the Boiler Plant. Serves as subject matter expert (SME) for all Boiler Plant and Chiller Plant operations, boiler control systems, boiler safety devices, ECMS System, steam distribution systems, and condensate return systems. Fills in as Maintenance & Operations Foreman and be responsible for an additional Two (2) Plumber/Pipefitters, two (2) Electricians, one (1) Electronic Technician, two (2) Maintenance Mechanics, and three (3) AC&R Technicians. Supervise, assess competencies, set up and maintain training program, set up and maintain boiler compliance documents and lead the operation, maintenance, and repairs of all Grand Junction VAMC Shops. Responsible for the safe operation and repair of the central heating plant which is being upgraded to consist of three (3) Johnston 300 horsepower, 6900 lb./hr. fire tube boilers. Follows safety procedures in the lighting off sequences and all boiler-testing procedures, to include safety device testing. Operates all support equipment - ABB and C351 single loop controllers, feed water, condensate return systems, spray type deaerator, reverse osmosis system, boiler water, steam distribution, 2 condensate return, chemical injection systems, Boiler Plant emergency diesel generator, and associated auxiliary equipment. Records steam production and other operating data at hourly intervals as required on the steam log sheet, changes flow charts, and computes daily use of makeup water, steam production, and average outside temperature. Perform hourly inspections of operating equipment and records diesel fuel tank levels and diesel fuel usage daily. Physical Requirements/Working Conditions: This position requires walking, standing, bending, lifting, carrying, pushing, and pulling moderately heavy loads daily and occasionally heavy loads. Incumbent must be in good physical condition, able to work rotating shifts, have good 8 eyesight with or without glasses and cannot be colorblind. Incumbent must be able to hear and see alarms and be able to speak clearly in order for emergency response. Incumbent must to able to climb stairs and ladders and remain on their feet for the entire 12 hour shift with only occasional instances for rest. Work inside and outside at heights up to 50 feet. Subject to extreme temperature changes; from a +115 to a -30 degrees. Subject to high noise levels which requires wearing of hearing protection. Work inside boiler drums (when doing major overhaul) is tight and hot. Work is dirty, greasy, hot, cold and wet. Employee is subject to cuts, bruises, traffic hazards and is exposed to danger from boiler explosion, high temperature water and steam lines, electrical shock, falls, burns, scalds, chemicals, broken bones, explosive chemical or conventional munitions, carbon monoxide poisoning, and gas and oil fumes. Other Significant Facts: Incumbent must report for work during periods of hazardous road and weather conditions. Work is performed on a 24 hour a day 7 days a week 3 shift rotating tour of duty. Incumbent will be subject to rotate work hours through all three shifts schedules. Incumbent could be subjected to hazards normally encountered in the trade and may be exposed to asbestos.
