Job Summary
The Director 340B Program is responsible for managing the integrity, compliance, and financial performance of the Vandalia Health340B program and for achieving maximum utilization of 340B pricing through full 340B program participation in all areas of qualified use meeting objectives defined by Vandalia Health administration. General duties including management of the Vandalia Health 340B team, responsibility for oversight of 340B regulatory compliance, auditing and monitoring of the 340B program, maintenance of 340B splitting software, providing impact analyses related to new and proposed 340B regulations and updates, and program growth. The Director 340B Program reports directly to the Vice President of Pharmacy Services.
Responsibilities
• 340B Program Compliance
o Accountable agent for all 340B compliance.
o Serves as the 340B subject matter expert including recertification, compliance, policies and procedures, operational issues and split billing software.
o Primary point of contact responsible to develop and maintain Vandalia Health policies and procedures for the 340B.
program and ensure continued internal compliance with them.
· Develops compliance and purchase record reports as per Vandalia Health 340B policies and procedures.
· Presents newly proposed audits to 340B oversight committee for approval.
· Evaluates and maintains quality of oversight program in response to changing regulatory requirements.
· o Follows all government and manufacturer regulatory changes and make recommendations to administration for action plans.
o Coordinates all 340B program audits including HRSA audits and annual external audits as approved by
Vandalia Health administration.
o Presents 340B program audit findings to 340B oversight committee(s) including corrective action plans.
o Ensures that all corrective action plans are implemented and reports back to 340B oversight committee(s) on implementation status.
o Collaborates with Pharmacy, Compliance and Finance staff to prepare all system facilities for annual HRSA.

o Periodically perform audits or compliance assessments of specific areas and specific products to assure that the CDM is accurate, charges are accurate, and that the utilization amounts in the auto split software are accurate.
o Monitors utilization records and purchasing accounts to ensure that the billing extract data and split billing software are working appropriately.
· Evaluates and corrects problems with accumulations or purchases.
· • Collaborates with Pharmacy IS, Audit and Compliance and Pharmacy Directors to establish standardized processes to monitor CDM/NDC split billing software crosswalk for additions, changes and accuracy of the billing processes.
· Responsible for understanding auto split billing software and interfacing with vendor regarding problems, enhancements and system 340B software training.
· Identifies and implements strategies to increase prescription capture rates, reduce and minimize WAC spend, and increase 340B revenue.
o Coordinates 340B program activities with all departments involved in the 340B program, Pharmacy,
Central Billing Office, Audit and Compliance, Information Services, Purchasing, Radiology and child sites. o Participates in and reports to Vandalia Health 340B Oversight Committee(s).
o Reviews contract pharmacy agreements to ensure compliance with HRSA contract pharmacy guidelines.
• 340B Program Growth
o Engages 340B team to drive 340B savings through opportunities to increase revenue and decrease drug spend.
• 340 Team Staff
o Effectively trains all 340B team staff members on the 340B program, auditing requirements, and tools needed to efficiently complete 340B program audits.
o Maintains goals and completes performance reviews for 340B team members in alignment with Vandalia Health strategic plan and 340B specific initiatives.
• 340B Education
· Monitors340B Health (formerly SNHPA), Office of Pharmacy Affairs (OPA) and Apexus newsletters and web sites to keep current of the latest developments regarding the 340B program.
· Attends 340B conferences as finances permit
o Provides education and training to all Vandalia Health staff, including non-pharmacy staff, involved with the 340Bprogram to enhance understanding of the 340B program and standardize processes.
