Vice President, FX & Fixed Income Trade Surveillance Compliance

The anticipated salary range for this role is between $144,000.00 and $180,000.00. The specific salary offered to an applicant will be based on their individual qualifications, experiences, and an analysis of the current compensation paid in their geography and the market for similar roles at the time of hire. The role may also be eligible for an annual discretionary incentive award. In addition to cash compensation, SMBC offers a competitive portfolio of benefits to its employees.

Role Description

The SMBC Compliance Department monitors the corporate banking, investment banking and broker dealer activities of SMBC Group and reports on the compliance risks and issues to SMBC and the Global Compliance Senior Management.  Additionally, the SMBC Compliance Department works closely with the Global Compliance Department in Tokyo to ensure effective implementation of Global Compliance policies and to coordinate all cross-border business transactions and activities.  The SMBC compliance Department is responsible for monitoring the handling of sensitive confidential business information by SMBC personnel through the Compliance Control Room.  It administers the SMBC Employee Investment Policy, arranges for the registration of broker-dealer personnel, and conducts compliance training.  In addition, the Advisory Team provides the various business lines with guidance and advice on relevant rules and regulations.  The Regulatory Affairs department manages the regulator relationship, communication and interaction with US regulatory agencies.  The US Financial Crime department is responsible for ensuring the compliance with anti-money laundering (AML), Bank Secrecy Act, USA PATRIOT Act, OFAC and sanctions regulations for the US operations.  Additionally, AML oversees key processes and risks of the KYC Department. The CPAD Market Surveillance team performs centralized trade surveillance for the America’s SMBC Group activities, covering a wide range of risks and products.

The Market Surveillance team is seeking an experienced surveillance professional with FX / Fixed Income product expertise to support BAU surveillance operations and provide SME support to surveillance development initiatives.

Role Objectives Report to the Fixed Income Trade Surveillance Manager for day-to-day surveillance assignments; Review and follow up on a variety of trade surveillance alerts and exception reports covering wide range of risks and products, primarily focusing on Market Abuse risk within FX, fixed income, futures and swaps activity; Perform investigations utilizing market data, trade data, e-comm and voice records; Interact with front office personnel and other stakeholders around surveillance escalations; Engage relevant stakeholders to ensure a holistic response to possible detected risk; Ensure issues arising from surveillance activities are duly escalated, remediated and memorialized according to procedures; Support surveillance MI collection and distribution, as required; Create and/or maintain procedures as directed; Stay abreast of current regulatory issues and rule changes; Work with a variety of groups, including, but not limited to: Compliance Advisors, Business Control Officers, Risk Management, Operations, IT, and Legal; Support Quality Assurance efforts within the Market Surveillance program; Support below-the-line testing and threshold validation; Contribute to requirements building, design and implementation of strategic surveillance controls; Execute against surveillance transformation project plans as directed, providing key SME support for the creation and/or enhancement of surveillance; and Proactively escalate issues to the Head of Market Surveillance as appropriate. Qualifications and Skills Strong oral and written communication skills, with an ability to articulate complex themes; Sense of ownership and the ability to work autonomously and proactively; Strong attention to detail, with analytical and investigative skills; and High ethical standards, respect for confidentiality and privacy;

 

 

Technical Skills & Knowledge

7+ years’ experience in financial services; specific emphasis in securities business is preferred; Knowledge of various regulatory agencies’ rules and regulations, as well as market abuse typologies; Familiarity with various trade surveillance tools and platforms, experience with Bloomberg BTCA, Actimize, SMARTS etc.; Proficiency with market data vendors (e.g. Bloomberg); Advanced skills with Microsoft Word, Excel and PowerPoint; Special consideration for candidates with experience in FX & related derivatives Experience as a trader, trade surveillance professional, regulator is a plus; Securities licenses is a plus
