Overview of the Department/Section

The Financial Crimes Office for EMEA (FCOE) in London is part of the Global Financial Crimes Division (GFCD) headquartered in New York.  It works to ensure that our organisation conducts its business such that we protect our reputation, our business, and our clients within the regulatory and legal framework. It is responsible for the establishment and maintenance of effective systems and controls to protect clients’ assets and to mitigate the risk that MUFG might be used to further financial crime. 

Main Purpose of the Role 

Reporting into the Director of Global Financial Crimes Compliance Testing, this will be a leadership role within Global Financial Crimes Compliance Team’s systems and technology testing activities. This includes leading and managing a team to perform systems testing in EMEA, including engaging with key systems and compliance personnel across MUFG, coordinating with regional teams in Japan and engaging key stakeholders from Japan to perform testing on HO based systems.

Key Responsibilities

Specifically, you will be accountable and responsible for taking appropriate action with respect to the Company’s and Global Financial Crimes Compliance Testing Team, including:

As the leader of the GFCCT systems and technology team (GFCCT-S&T) in EMEA, has accountability for directing the activities of EMEA GFCCT-S&T team, including end-to-end systems testing between primary source systems and transaction filtering and transaction monitoring systems such as HotScan, Actimize or other systems to detect control breaks, validate completeness and accuracy of data, and mitigate financial crimes risk.Accountable for directing and preparation of written reports which summarize the Objectives, Scope, Findings and Conclusions for each assigned review.Accountable for directing the GFCCT S&T engagement for MUFG Securities entities in EMEA, and support other regions as needed.Accountable for leading a team of 3-5 associates and VPs to perform complex enterprise IT application(s) testing across all the MUFG offices in EMEAAccountable for leading enterprise IT application(s) reviews, document process flow(s), fully understand the IT compliance component, and document/analyze data input/output.Accountable for leading the yearly test planning process, including scope determination, coordinating availability of test environments, performing resource estimation, preparation and review of test cases, and conducting end to end data linkage testing as well as business functional testing in branches and the regional hub.Responsible for staying abreast of latest data management and IT related developments concerning AML and Sanctions, fraud schemes, and security issues.Accountable for leading other compliance reviews, projects, or related duties as required.Responsible for monitoring developments, such as changes in the regulatory environment, which may necessitate ad hoc testing.Accountable for identification of controls and compliance issues within the scope of the Testing Activities undertaken by the GFCCT S&T EMEAResponsible for supporting senior management in the identification of controls and compliance issues, assess anddocument the related risks, make reasonable recommendations for resolution.Accountable for the preparation, submission and management of the GFCCT S&T budget in EMEA, including the oversight of its use. Where possible, reduce net expenses, promote automation and enhance the available tools to promote consistency and efficiency. Leverage technology solutions to enhance productivity and drive cost savings.Accountable for performing issue validations for issues identified by testing reviews, as well as any regulatory or specially designated issues identified.Accountable for driving strategic objectives to aid efficiency, promote automation and reduce complexity within the EMEA GFCCT S&T remit.

responsibility for building (via recruitment, restructuring and internal development) a team of high-quality professionals that will achieve the objectives of the broader MUFG Group to leverage the strategic advantages;accountable for ensuring that all staff in your remit are fully trained and understand what is required of them in order to do their jobs effectively, including ensuring that job descriptions, objectives/personal development and performance reviews are provided for all staff at least once a year in accordance with Human Resources requirements, continually monitoring their competency in order to meet the requirements of the relevant regulator’s training and competency regime, handling appropriately any grievance or disciplinary issues; andaccountable for ensuring that any responsibilities that you have delegated to other staff, including those in respect of regulatory obligations (where applicable), are appropriately apportioned and controlled.  Ensure that the staff in question have a clear understanding of these duties so as to ensure that the business and affairs of the] function can be adequately monitored and controlled

Maintain and enhance good working relationships with stakeholders, across the region and globally to share best practices, provide support and develop effective local policies and procedures appropriate to the Company, and working in support of the One MUFG and overall Group strategy.

Work Experience

Essential:

Extensive experience in Financial Crimes Space (Sanctions screening/KYC/Transaction Monitoring)Experience in an IT auditing and/or testing environmentStrong understanding of complex System Architectures to develop test plans for systems (Actimize and or HotScan architecture experience and/or other AML compliance systems)Familiarity with cross border payment standards and systems including knowledge of  various complex data formats, conducting data analysis and documenting resultsStrong exposure to IT testing processes, including Test planning, test case preparation, execution, and defect managementData analytics experience using SQL and related toolsStrong command over Microsoft Office Suite( i.e. Excel, Access, PowerPoint and Word)


Preferred:

Experience with complex System ArchitecturesAbility to influence key stakeholders across various systems divisions within MUFGKnowledge of Transaction banking applications and technologies will be an advantageStrong ability to drive complex discussions with MUFG management and stakeholdersACAMS or relevant professional qualification is a plus
