The Vice-President, Procurement is accountable to lead the end-to-end procurement for CIBC, including all programs related to planning, supplier selection, negotiating, contracting, and purchasing across the enterprise. The role will be accountable for building procurement capabilities and competencies for CIBC, optimizing suppliers and contracting to ensure value for money, and ensuring all suppliers meet contractual obligations and relevant service level agreements. It is expected that the VP, Procurement will also manage the efficiency and effectiveness of the supply chain, ensuring risks are minimized and there are appropriate contingency plans in place with secondary suppliers where required.

What You’ll be Doing

Manage and monitor effective governance of all procurement initiatives, including the management of policies and frameworks, continuous improvement, and risk mitigation.

Manage and monitor consistent use of the procurement methodology in outsourcing initiatives that include but are not limited to: planning, supplier selection, negotiating, contracting, and purchasing.

Establish and maintain strong relationships and engagement practices with CIBC SBU and LOB leaders, external suppliers, and partners to ensure the stability of CIBC’s procurement function and supply chain.

Execute procurement initiatives that support requirements of internal business groups and managing project progress with external suppliers on CIBC’s behalf.

Ensure agreements with external business partners balance strategic advantage, price, product, and service quality.

Work with the various internal SBU and LOB leaders and external stakeholder groups to identify potential procurement or outsourcing opportunities.

Monitor country risk and make recommendation to senior management on best options for CIBC where international suppliers are engaged.

Develop and recommend business strategies for the group within the context of overall CIBC business strategies and plans. Refine, consolidate, and approve procurement strategies and business plans for each of the functional groups and the overall procurement group.

Implement the approved strategic direction, objectives, and business plans and ensure effective achievement of results for the procurement group.

Provide leadership and support to ensure quality delivery and cost effectiveness of the group’s services by ensuring adequate measurement of, and response to, client satisfaction, technological opportunities, expense management goals, and continuous improvement opportunities.

Deliver disciplined project management practices including, planning/scheduling, status reporting, tracking, and benefits realization to ensure that CIBC’s procurement goals and objectives are met.

Provide effective market analysis and benchmarking research to demonstrate value for money and leading procurement practices.

Proactively meet with executives to assist them with strategies to establish effective relationships with suppliers; build partnerships with various executives to establish effective co-management of strategic, high spend, mission-critical vendors.

Develop, implement, and manage a qualitative and quantitative supplier performance measurement and management program for CIBC’s suppliers.

Manage relationships with CIBC Legal and outsourced legal firms to ensure effective and efficient delivery.

Ensure that a strong control culture exists and is an accountability of everyone in the procurement organization.

Strong presentation and communication skills, both written and verbal, to promote and explain new and innovative ways of delivering operational/processing services, which have major impact on operations.

Strong negotiation skills and experience with supplier management.

Experience with Business Process Outsourcing from inception through implementation and ongoing governance.

Good understanding of operational processes/delivery systems.

Risk Management:  Knowledge of process, tools and techniques for assessing and controlling an organization's exposure to risks of various kinds.  Establishes key business-specific risk management benchmarks and governance.

Decision Making and Critical Thinking:  Ability to analyze situations fully and accurately, and reach productive decisions. Analyzes and discusses alternatives with multiple stakeholders.

Influencing:  Ability to impact decisions within and outside own organization. Demonstrates expert ability to influence at all levels of the organization.

Leadership:  Ability to work with a large group to set its objectives and agenda, generate allegiance to those objectives, and guide and motivate their achievement. Defines and consistently communicates organizational objectives, initiatives, and priorities.

Operations – Back Office:  Ability to implement the practices, processes, technology and applications associated with banking transaction processing and records management. Directs the activities and promoted services of a major operations department.

Compliance with all CIBC regulatory training and ensure these programs and policies are applied consistently across the business. The incumbent is personally responsible for compliance with all such regulatory and governance programs.
