As the driving force behind our commitment to operational excellence, the Vice President, Quality Assurance, Internal Compliance & Oversight (VP/Quality) will lead and develop strategies to ensure compliance with industry standards across all departments. In this role, you'll oversee quality assurance and control efforts, enforce policies and procedures, and manage audits to maintain alignment with WMATA's goals. You'll guide a team, implement robust systems, and engage with key stakeholders, including federal and state agencies, to ensure continuous improvement and regulatory compliance. This position will be based in either New Carrollton, MD, or Alexandria, VA, with a Monday through Friday, onsite work schedule. **MINIMUM QUALIFICATIONS** **Education** + Bachelor's Degree in Engineering, Business Administration, Public Administration or a related field + In lieu of a Bachelor's degree, a high school diploma or GED and a minimum of four (4) years of extensive experience working with executive management within an operational environment involved in program management and strategic leadership **Experience** + A minimum of twelve (12) years of diversified experience working with executive management within an operational environment involved in program management and strategic leadership **Certification/Licensure** + N/A **Preferred** + N/A **Medical Group** Satisfactorily complete the medical examination for this position, if required. The incumbent must be able to perform the essential functions of this position either with or without reasonable accommodations. **SUMMARY** The Vice President, Quality Assurance, Internal Compliance & Oversight (VP/Quality) is responsible for the effective leadership, management and oversight of the Quality Assurance, Quality Control, and Internal Compliance with applicable regulations and policies Authority-wide. The VP/Quality is also responsible for the planning, development, execution, management, and performance analysis of a comprehensive Quality and Internal Compliance program. The incumbent provides leadership and direction to bring into compliance with required regulations and closure a broad all-inclusive WMATA Safety Corrective Action Plans. In conjunction with the Safety Department (SARE), the Vice President, Quality Assurance, Internal Compliance & Oversight collaborates with executive and senior level staff across the Authority to ensure compliance with federal, state, regional, and local governments¿ regulations and audits including the Washington Metrorail Safety Commission (WMSC), National Transportation Safety Board (NTSB), and the Federal Transit Administration (FTA) **ESSENTIAL FUNCTIONS** + Leads, develops and manages WMATA's Quality and Internal Compliance program. + Oversees staff of different disciplines in the planning and agreement of organizational objectives and strategies for compliance. Maintains oversight of quality and internal compliance activities of the various departments within the Department of Operations. + Assures the development and enforcement of standard operating policies and procedures; and administers the development of audit procedures for compliance. + Directs the administration of Policy/Instructions (P/I) for WMATA ensuring policies are managed with a consistent structured approach and in conformance with WMATA's goals. + Oversees all aspects of the comprehensive quality assurance and quality control ensuring compliance with WMATA established standards and requirements. Recommends processes and identifies relevant quality-related training needs to ensure continuous compliance with internal standards and external regulations. + Leads and directs the implementation of WMATA's Quality Management System and governing document management and repository system (MetroDocs) and the on-going maintenance and training for both systems. + Oversees internal and external reviews and audit activities, including formulation, evaluation, and implementation of corrective action plans to address identified areas of noncompliance and related control deficiencies ensuring closure within established requirements. + Ensures that the Quality and Internal Compliance program monitors the development and ongoing maintenance of the Transit Asset Inventory and verifies the implementation of full asset lifecycle reporting. + Oversees the development and submittal of required quality and internal compliance documentation to the Chief Safety Officer, General Manager, Senior Executive Team (SET) members, and the Board of Directors. + In conjunction with SAFE, collaborates with audits from federal, state, regional, and local governments, including WMSC, NTSB, FTA, and APTA. + Presents and obtains executive management approval of an Internal Annual Review Work Plan. + Oversees compliance with FTA state of good repair regulations with the establishment of standard operating procedures that monitor assets acquisition, renewal, rehabilitation, and replacement. + Keeps higher officials abreast of new compliance trends and regulations. Provides other assistance with initiatives regarding corporate compliance as directed by the CSO or as requested by the GM/CEO, Board of Directors or other executive or senior management. **The** **functions** **listed are not intended to limit specific duties and responsibilities of any particular position.
