Plans, directs and evaluates Acute Care operations for a specific region(s). Develops and implements strategic goals and objectives for the region(s) that are consistent and supportive of the program/VNSNY strategic plan, policies, standards and procedures. Works under general direction.
Responsibilities
Develops, implements, monitors and evaluates regional goals and objectives consistent with program/patient service/VNSNY strategic goals. Plans, develops and directs the day-to-day operations of the region(s) and implements and monitors quality patient care.Collaborates with Quality Management Services in developing and revising policies and procedures relating to patient service delivery. Establishes and implements standards for the delivery of patient/family care which are in accordance with VNSNY policies and procedures and regulatory guidelines and recognized standards of care in the field (e.g. CHAP, DOH).Oversees and ensures compliance with all applicable federal, state and local statutes/regulations pertaining to service delivery and patient care.Implements and monitors utilization review procedures, conducts special studies as requested by Quality Assurance Department and implements corrective action on deficiencies when applicable.Oversees the development, analysis and projection of the regional budget(s). Monitors budgetary fiscal productivity and billing indicators; adheres to approved budget for region(s).Ensures that the program has a full complement of interdisciplinary team(s), meeting targeted staffing/patient ratios and that the interdisciplinary team(s) has access to appropriate supervision and support; oversees the planning for the appropriate staff and adequate staff supervision during service hours.Ensures that staff maintains expertise in the delivery of acute care and are up-to-date with state-of-the-art clinical information, practices and equipment through orientation, inservice education and continuing education.Collaborates with VNSNY management to recommend and implement Human Resources policies and procedures to create a positive work environment in order to recruit and retain qualified staff.Promotes coordination and positive working relationships with community providers, related programs/regions, other VNSNY programs, clients and contractors. Attends/delegates staff to attend community meetings. Represents VNSNY Home Care on social, governmental, community and health organizations.Participates in education and research programs focusing on improving delivery of home care services.Promotes a positive image of VNSNY in the region through a collaborative working relationship with other providers and official agencies.Performs all duties inherent in a senior managerial role. Approves staff training, hiring, promotions, terminations and salary actions, prepares and ensures adherence to the department budget. Participates in special projects and performs other duties as assigned.
Qualifications
Licensure:Current License and registration to practice as a Registered Professional Nurse, or Physician in the State of New York preferred.
Education:Bachelor’s Degree in a related field required.Master’s degree in Public Health, Business Administration, Nursing or other Health or Human Services discipline preferred.
Experience:Minimum of eight years of progressively responsible experience in health care management including responsibility for administrative, operational, and clinical management required.Management experience required.Knowledge of Federal and State Regulations governing Home Care required.Excellent oral/written/interpersonal communication skills required.
