As the Vice President of Administration and Finance, you are responsible for all financial matters of the College. You will be providing administrative direction to business services, computer & IT services, and facility maintenance, planning, and building functions of the College. Additionally, you will primarily be responsible for projecting, recommending, and the administration of the College-wide annual budget. Furthermore, you will serve as member of the President’s confidential staff and perform special projects for the President.

Essential Job Functions
Important responsibilities and duties may include, but are not limited to, the following:
+ Reports directly to the President and serves as a Cabinet member.
+ Serves as advisor to the College President on all financial matters.
+ Administers systems, supervises personnel and functions relating to all areas under the business services, computer & IT services, and facility maintenance, planning, and building functions of the College.
+ Oversees auxiliary functions including, but not limited to, the child care center, printing services, mail services, and copy services.
+ Provides oversight and fiscal management functions for all Local, State and Federal Grants.
+ Prepares annual Certified Budget including setting tax rates and levies, and prepares and administers the working budget (line-item General Ledger) for all College operations.
+ Assures adequate insurance coverage for College property.
+ Ensures internal controls are developed and implemented.
+ Prepares reports for President and Trustees, as directed.
+ Develops agreements with other agencies for business services.
+ Prepares and/or approves all financial reports for local, State, and Federal agencies.
+ Prepares cost analysis of programs and activities.
+ Presents Annual Estimated Budget for Trustee certification.
+ Manages the College Investment Plan.
+ Directs all accounting functions within Board Policies and State/Federal guidelines.
+ Administers requests for proposal process for all College bids.
+ Prepares all financial information for monthly Board of Trustee meetings including monthly financial reports; all financial matters requiring Board approval, such as public bids and contracts.
+ Manages contracts to ensure appropriate processes and procedures have been followed.
+ Serves as budget/financial consulting resource for all areas of the College.
+ Serves as an ad hoc member of the College’s Foundation Board.
+ Serves as resource and consults with Director of Business office regarding annual closing of financial accounts in preparation for annual independent audit.
+ Serves on Board collective bargaining team in the capacity of being the resource for all matters related to the College budget and resource availability.
+ Prepares and uploads annual financial data to Higher Learning Commission for accreditation.
+ Maintains the highest integrity, creativity, energy and accountability to work in close partnership with the President and other senior leaders.
+ Participates in campus committees as assigned.
+ Performs other duties as assigned.
+ Unless otherwise approved under Hawkeye’s remote work policy, regular on campus and/or onsite attendance is considered an essential function of the position.
Minimum Qualifications
+ Bachelor’s degree in Business Administration, Accounting, Finance, Auditing or related field (Master’s degree in Business AdministrationORobtain/maintain a Certified Public Accounting license within two years of job acceptance).
+ Five (5) years progressively responsible experience in financial management, information systems, administration of accounting, facility operation and maintenance, investments, risk management, or other administrative operational functions.
+ Three (3) years in a supervisory role.
+ Demonstrated ability in management and administration of multiple business functions.
+ Working knowledge of sound accounting practices and procedures.
+ Knowledge of bid proposal development and processes.
+ Demonstrated ability to work with a wide array of staff, faculty, students, business and industry leaders, state and local government officials and the general public.
+ Knowledge of financial rules, banking, regulations, laws, and procedures.
+ Knowledge of pertinent Iowa Code requirements and rules.
+ Knowledge of general facility and maintenance concepts.
+ Knowledge of general IT concepts.
+ Knowledge of Generally Accepted Accounting Principles (GAAP).
+ Knowledge of Governmental Accounting Standards Board (GASB) statements.
+ Knowledge of general Enterprise Resource Planning (ERP) Systems concepts.
+ Skilled in Microsoft Office Suite, Google applications, and video conferencing technology.
+ Demonstrated ability to execute organization and department policies and procedures.
+ Demonstrated ability to handle confidential/sensitive information with discretion.
+ Demonstrated ability to communicate effectively, both orally and in writing and to create and deliver effective presentations at all organizational levels and to the general public.
+ Knowledge of economic principles, financial markets, banking, and the analysis and reporting of financial data.
+ Demonstrated significant successful experience working with auditors.
+ Knowledge of business and management principles involved in strategic planning, resource allocation, human resource modeling, leadership technique, and coordination of people and resources.
Preferred Qualifications
+ Experience working in a community college, higher education, K-12 education, nonprofit or government setting.
Working Conditions
Anticipated schedule is Monday through Friday 8:00 am – 4:30 pm with occasional evening and weekend hours as business dictates.
Work is performed either in or a combination of an office and/or classroom setting using technology. Requires good hand-eye coordination including visual acuity to use a keyboard and read technical information; arm, hand and finger dexterity, including ability to grasp. Sit, stand, bend, lift and move frequently during working hours. During course of day, interact with students, faculty and staff in person, by telephone and computers.
Employment Status

+ Salary will be commensurate with the candidate’s education and experience.
+ The salary/wage range for this position begins at $160,975.00
