**Responsibilities:**
The University of Rochester, a member of the Association for American Universities (AAU) and one of the world's premier private institutions for academic excellence, seeks dynamic candidates for the position of Vice President of Government and Community Relations.
This Vice President role provides strategic direction for UR’s senior leadership team on New York State, and federal, initiatives. The Vice President of Government and Community Relations will build new, and support existing, relationships with external stakeholders across sectors, including, but not limited to, government, businesses, and local organizations, while serving as an internal expert on advocacy and external relations.
They will continue and build upon the strong ties between the university, the medical center, our health system affiliates, and local, state, and federal elected and appointed officials. This includes working very closely with the CEO of the University of Rochester Medical Center and the Vice President of Community Partnerships across all the communities we operate in and partner with.
Reporting to the President of the University, the Vice President of Government and Community Relations is responsible for working with University senior leadership and the management team within Government and Community Relations to coordinate, support, and implement strategic, policy, and operational initiatives from a government relations perspective, with a focus on the State of New York and the City of Rochester and Monroe County. The Vice President of Government and Community Relations (VP) will provide strategic vision and leadership to ensure active engagement with legislative bodies, regulatory agencies, and community groups. This includes the advancement of the University’s interests at the federal, state, and local levels and development of public policy positions and advocacy to support those positions.
Participation in advocacy efforts includes coordination and collaboration with other members of the University community, including, but not limited to, senior leaders, other leaders across the University and Medical Center, faculty, and staff members. The VP will work with other University leaders to build and strengthen the University’s relationship with a wide variety of stakeholders whose interest and support are vital to the mission of the University. The position will also collaborate with the Office of the Vice President for Community Partnerships on community engagement initiatives.
A considerable partnership with URMC’s CEO and leadership team is a key aspect of this position’s responsibility, given the Medical Center’s expansive operations and impact in the region and state. The University’s Academic Medical Center includes Strong Memorial Hospital, the Eastman Institute for Oral Health, the University of Rochester School of Medicine and Dentistry with its faculty practice (UR Medical Faculty Group), the University of Rochester School of Nursing, and the clinical enterprise, UR Medicine, consisting of six hospitals, UR Medicine Homecare, long-term care facilities, urgent care centers, and an extensive primary care network.
**Key Responsibilities:**
**Strategic:**
+ Serve as primary point of contact for University of Rochester and the University of Rochester Medical Center with state and local officials and Chambers of Commerce, helping to ensure participation of University leaders in state and local committees on relevant activities.
+ Participate in the development and execution of strategies which impact legislative outcomes.
+ Oversee the design and implementation of policies and programs that enhance UR’s reputation to the external community.
+ Prepare government affairs and public policy summaries which highlight impact to the University of various legislative and regulatory measures. Work with leaders to address and coordinate responses to challenges to UR’s operations posed by administrative or legislative changes and actions.
+ Coordinate meetings with elected and public officials pertaining to the role of the University of Rochester as an economic contributor locally and in New York State.
+ Anticipate external threats and develop strategies to address these in collaboration with leadership across the University.
**Organizational:**
+ Coordinate and support enterprise advocacy initiatives related to our tri-part mission in education, research, and healthcare on the federal, state, and local levels.
+ Collaborate with University leaders, the Medical Center CEO, and leaders, schools, and departments on public policy matters impacting the University.
+ Oversee the preparation of Government Relations summaries for various audiences.
+ Build strong professional relationships with leaders and partners in the community to assure thorough understanding of the relevant issues in education, research, and healthcare delivery in NYS.
+ Ensure and coordinate the appropriate linkages of leadership with elected and public officials.
+ Oversee the development of legislative correspondence and support the identification of potential state- and federal-level funding sources.
**Leadership:**
+ Direct and support the Government and Community Relations team as they manage day-to-day operations, as well as lead discussions on UR’s long-term strategic government and community relations goals.
+ Serve as an enthusiastic, authentic, and approachable representative of UR to local community, as well as to state and federal leaders.
+ Build new, and continue to strengthen existing, relationships with external stakeholders across government, business, and local entities.
+ Encourage and enhance cross-school/cross-departmental collaboration and communication, while providing guidance to UR/URMC colleagues on how to navigate various legislative processes.
+ Provide leadership to, and work collaboratively with, leadership on relevant local, state, and federal issues and legislation, including legislative budget and research advocacy.
+ Work closely with colleagues in government relations to ensure clear and consistent messaging of UR's strategic priorities.
+ Collaborate with external colleagues and stay informed of best practices and trends in higher education, academic medicine, and research.
+ Collaborate with external constituents that may assist with advocacy and legislative communications.
+ Lead teams of people on various organized advocacy days in Washington or in the state capitol.
+ Oversee, support, and develop staff in the Office of Government and Community Relations.
**Local and State Government Engagement:**
+ Develop and maintain an active connection to community organizations, working collaboratively with the Vice President of Community Engagement to coordinate efforts with leaders in these organizations.
+ Coordinate community sponsorships which link to UR’s mission and provide support and visibility in the community.
+ Ensure UR’s linkage to diverse communities, collaborating with leaders on sponsorship of, and participation in, local and state-wide events.
+ Provide input into communications and marketing strategy as it relates to community presence.
+ Ensure UR’s presence and participation in a broad range of education- and health-related organizations by attendance at regular meetings of special interest groups and relevant Chambers of Commerce and associations.

+ Bachelor’s degree – preference for a Master’s degree, J.D., or other relevant graduate or professional degree
**Experience Requirements:**
+ 10+ years relevant experience in government relations, including strategic leadership and managerial responsibilities.
+ Must be able to communicate and collaborate effectively with senior leadership and other internal and external stakeholders.
+ Ability to work independently, interdependently and set priorities.
+ Demonstrates the ability to initiate and lead change.
+ Possesses sound critical thinking skills.
+ Must be able to present concepts and ideas effectively to various constituencies internally and those external to UR.
+ Experience cultivating and maintaining relationships with elected officials at the local, state and federal level.
+ Experience coordinating responses to a wide range of political and policy issues; advising leaders on strategies to facilitate dialogue with government and community leaders.
+ Outstanding analytical and leadership skills with the ability to achieve results in a diverse and complex environment.
+ Ability to articulate positions in an impactful and persuasive manner.
+ Superior planning, organizational, and problem-solving abilities with a solutions-oriented mindset.
+ Ability to build long-term collaborative relationships to benefit the University’s strategic goals.
Salary Range: $325,000 - $475,000

Individual annual salaries/hourly rates will be set within the job's compensation range, and will be determined by considering factors including, but not limited to, market data, education, experience, qualifications, expertise of the individual, and internal equity considerations._
