Compensation (Pay): $150,200 to $190,950 /annually, based on experience.

Summary: This job exists to provide leadership and accountability for the financial and accounting operations of the organization, including the production of periodic financial reports, the design, implementation, and maintenance of the accounting recordkeeping system(s), and the implementation of comprehensive internal controls, mitigating risk, enhancing the accuracy of the company’s reported financial results, and will ensure that reported results comply with Generally Accepted Accounting Principles (GAAP) as promulgated by both the Financial Accounting Standards Board (FASB) and the Government Accounting Standards Board (GASB), leading key processes such as operational and grant budgeting, forecasting, annual cost reports and supports the financial close. The VP of Finance will analyze key issues across all business units and will have a significant impact on organizational decision making, ensuring compliance with all federal, state, local laws, and regulations as well as donor and grantor requirements. Plans and directs the accounting operations and Finance Department activities by performing the following duties.

Essential Duties and Responsibilities include the following. Other duties may be assigned.
+ Demonstrates strong leadership skills, knowledge, and abilities. Fulfills supervisory responsibilities in accordance with the organization's policies and applicable laws; including interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems. Ensures that the appropriate personnel meet all job-required competencies.
+ Designs, implements, and deploys the organization’s internal reporting and analysis systems including the use of dashboards and variance analysis for both financial and operational metrics.
+ Designs and implements budgeting activities related to federal, state, local, and private grants and serves as the Finance department point of leadership for grants management with the development and operations teams and engages all finance department leaders, as necessary.
+ Designs, implements, and maintains the organization’s grant expenditure systems ensuring that all expenditures comply with grant requirements, and develops procedures, processes, and reports to assist executive sponsors and grant project owners with timely and accurate notification of all grant expenses.
+ Oversees implementation of the Capital Budgeting process, and designs, develops, and implements the annual Operating Budget for all business units including deployment with the Board of Directors, senior leadership, and organizational directors.
+ Supports all new business development activities through forecasting, modeling, and productivity analysis of potential new services.
+ Serves as a resource for the planning, coordination, and direction of the business and financial administration of PVCHC.
+ Works closely with the Chief Financial Officer, Executive Team, and other administrators to provide current financial information and financial projections and analysis to plan, monitor, and project programs and trends.
+ Ensures the timely preparation and filing of Medicaid and Medicare Cost reports. Seeks to develop Cost Reporting models to predict the impact of various organizational initiatives on future cost reports.
+ Supervise accounting area functions and workflows, including cash management, payroll, accounts payable, non-patient accounts receivable, fixed assets, bank reconciliations, and financial reporting.
+ Leads purchasing procedures and materials management functions for the organization, ensuring adequate support of clinical system of care.
+ Participate in strategic planning and implementation.
+ Develops and oversees the creation, completion, validation, and timely submission of the annual HRSA Uniform Data System report.
+ Develops and oversees the creation, completion, validation, and submission of all external reporting requirements and timely filing of all HRSA Grant reporting requirements.
+ Provides financial analysis, with emphasis on capital investments, pricing decisions, and contract negotiations.
+ Coordinates with external auditors and provides needed information for successful audit completion, including Financial Statement Audit, Single Government Audit, Retirement Plan Audit, and other compliance reviews and audits as requested.
+ Coordinates with external auditors to develop and submit applicable federal and state reports, including IRS 990 and IRS 990-T.
+ Establish, maintain, and update an internal financial auditing process to assure compliance with accounting standards, as well as funders' requirements.
+ Maintains a documented system of accounting policies and procedures; implements a system of controls over accounting transactions to minimize risk.
+ Responsible manager of the financial accounting systems, including ERP, payroll system, procurement system, banking systems, and other appropriate systems.
+ Designs and produces periodic financial reports and financial statements for Peak Vista Community Health Centers and Peak Vista Foundation, including the Statement of Activity (both natural and functional classifications) and Statement of Financial Position and Statement of Cash Flows monthly. Also designs and produces forecasting models and ratio analysis including, but not limited to, cash flows, debt covenants, and days cash on hand.
+ Serves as the Finance department leader who directs the monthly financial close.
+ Prepares departmental operating budget including capital and non-capital projects.
+ Provide direction and assistance with accounting issues related to contributions to Peak Vista Community Health Centers Foundation
+ Responsible for the planning, coordination, and direction of financial administration of the organization under the direction of the CFO.
+ In coordination with the Chief Financial Officer, review, update and maintain the fiscal policy manual.
+ Demonstrates ability to mediate and resolve interpersonal, team and clinic-wide conflicts.
Suggested Competencies: Knowledge of generally accepted accounting principles (GAAP), including revenue and expense recognition principles, knowledge of internal control systems and procedures. Familiarity with federal tax reporting requirements for not-for-profit organizations (990). Knowledge of financial reports following not for profit and health care standards including the statement of financial position, the statement of activities and statement of cash flows. Qualifications: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.
Education: Bachelor’s degree in business management, accounting and/or another related field required. Master’s Degree required.
Certified Public Accountant or Certified Management Accountant designation preferred. Work Experience: 10 – 12 years of accounting, finance or equivalent experience required. 10 years management, supervisory or leadership experience required. Governmental, grants, non-profit and/or healthcare experience preferred.
Language Ability: Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to author reports, business correspondence, and procedural manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, partners, associates, and the public.
Math Ability: Ability to calculate figures and amounts such as discounts, interest, commissions, allocations, present value, and percentages. Ability to apply concepts of basic algebra.
Reasoning Ability: Ability to solve problems and interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
Computer Skills: To perform this job successfully, an individual should have knowledge of word processing software; spreadsheet software; accounting software; internet software and database software. Including the ability to access the intra/internet to manage timecards, review policies and procedures, and read company communications; use e-mail to communicate with co-workers, leadership, and other departments; use and create a variety of templates, complex tables, merges; manage table data, sort and filter merges, and also perform basic work with existing Macros; customize toolbars, import and insert graphs, embed Excel data, and elaborate reports; work with multiple worksheets, filter data, use integrate functions, and manipulate databases; customize templates and the PowerPoint environment, and to make a presentation interactive by using hyperlinks and action buttons
Certificates and Licenses: CMA, CPA, or CIA preferred.
