Vice President of Business Development – Infrastructure

Location: California-based | Hybrid (Irvine, CA Office)
Industry Focus: Roads, Bridges, Ports, Toll Roads, Heavy Civil Infrastructure

About the Role:

We’re looking for a high-impact, growth-minded Vice President of Business Development to spearhead our infrastructure business across California and beyond. This role is built for a seller-doer — someone who can close major deals and ensure they’re delivered with excellence. From highways and toll roads to ports and large-scale public works, you'll lead the charge in expanding our footprint with state DOTs, port authorities, large municipalities, and federal clients.

Reporting directly to the CEO, you’ll play a key role in driving revenue, shaping strategy, and expanding operations in the infrastructure construction management space. Your mission: win work, deliver results, and grow a high-performing team in one of the most vital sectors in the country.

What You’ll Do:

Business Development & Sales

Lead sales strategy for construction management services across the infrastructure sector: roads, bridges, ports, tollways, transit systems, and other heavy civil assets. Cultivate and manage executive-level relationships with state DOTs, public agencies, and federal clients. Win strategic pursuits and secure large-scale, high-value contracts with cities, states, and port authorities. Act as a visible leader and brand ambassador in the market; attend conferences, panels, and industry events.

Operational Oversight

Oversee execution of awarded infrastructure projects, ensuring alignment with contract terms, budgets, and timelines. Drive internal collaboration with delivery, project management, and support teams to ensure project success and repeat business. Manage risk, resolve escalated issues, and uphold quality across the portfolio.

Leadership & Growth

Serve as a core member of the executive team, shaping the firm’s infrastructure growth strategy. Build and mentor a team of seller-doers and business developers to support long-term scalability. Identify and evaluate new markets, M&A opportunities, and partnership models to expand reach.

The Ideal Candidate Possesses:

15+ years of progressive leadership in infrastructure-related industries (transportation, heavy civil, or public sector construction). Deep knowledge of how to sell to and serve government agencies, DOTs, port authorities, and federal entities. Proven success in sales leadership roles with P&L responsibility, especially in professional services or construction management. A track record of winning and delivering complex, multi-million-dollar infrastructure projects. Strong leadership, communication, and negotiation skills. Bachelor’s in Engineering, Construction, Business, or related field (MBA preferred).

You’re a Fit If You:

Are California-based and able to travel periodically to our Irvine office. Thrive in high-visibility, high-stakes environments where outcomes matter. Are a true seller-doer: equally comfortable in the boardroom and on a job site. Lead with vision but execute with precision.
