PURPOSE OF POSITION
The Vice President of Systems Engineering & Product Assurance is responsible for leading and managing the following teams, providing direction and cross-functional leadership within and across FlightSafety International Defense (FSI-D). The Vice President will develop partnerships and relationships with key stakeholders both internally and externally to drive improvements and ensure successful execution of System Engineering & Product Assurance initiatives.
TASKS AND RESPONSIBILITIES:
Leads & Managers the following teams:
1. Systems Engineers responsible for the developing and approving Systems and Training requirements during the RFP/Proposal Process to include:
Statements of Work (SOWs) and Performance Specifications (SPECs), including subcontractor (SSOWs) and (SPECs)Develop Requirements Verification & Test Matrix (RVTMs)
Identify Compliant/Non-Compliant requirements.
Negotiate with Prime Contractors, OEMs or the US Government
Evaluate submitted Basis of Estimate (BOEs) against the RVTM
Collaborate and effectively communicate across all functions of the internal and external proposal teams
Confirm & approve that all requirements are understood, bound, estimated and costed prior to seeking approval to submit a proposal.
2. Systems Engineers responsible for the oversight of requirements compliance during the design, development, and execution phase of a contract/program, to include:
Ownership and oversight of the Design Review Process, to include:
SRR, PDR, CDR, CCB, FAT
Program support based on the scope of work during the execution phase of a program.
3. Product Assurance Engineers responsible for the oversight of requirements compliance and production specifications according to industry standards, any applicable certification standards, and any specific program performance specifications.
4. A team of engineers responsible for the implementation and employment of Model Based Systems Engineering (MBSE)
5. A team of engineers, consultants and experienced professionals responsible for managing special projects and resolving unforeseen issues on an as needed basis.
Essential Functions and Responsibilities:
Assists FSI-D President by ensuring Proposals and Project Management activities are completed, through engineering, project management, and QA support.
Directs and applies the systems engineering process for FSI-D integrated business systems and in new business development.
Continuously evaluates FSI-D Systems Engineering entry into Model Based Systems Engineering MBS.
Oversees quality of customer and vendor statements of work.
Communicates with and provides support to Director of Programs and Program Managers
Collaborates with the Finance teams to support proper management and implementation of business systems.
Assists in preparation of Engineering Change Proposals, Contract Change Proposals, and Advance Change Study Notices.
Establishes and implements procedures necessary to ensure compliance with terms and conditions of all contracts and major subcontracts.
Provides strategic and functional advice and counsel to Programs and Senior management.
Reviews solicitation and contractual documents to assure risks are identified and mitigated and EBIT and cash flow opportunities are maximized.
Other Duties and Responsibilities:
Maintains familiarity with on-going technical aspects of the programs assisting subordinates, program management, and technical staff when required. Maintains currency with all aspects of both the prime contracts and subcontracts, including the Statements of Work, System Specifications, Contract Clauses, Special Contract Requirements and all attachments
Reviews and approves correspondence with both the customer and the end- user.
Participates in quarterly Program Management Reviews, System Progress Reviews and System Review boards as required.
Travels as needed.
Performs other duties, as assigned
MINIMUM EDUCATION:
Bachelor’s degree with emphasis in engineering, business administration, program management or four years combination of education, experience, and training, in addition to what is listed below.
MINIMUM EXPERIENCE:
• Twenty years of experience in Federal Government (preferably DoD) contract and/or subcontract management, broad experience in planning, directing, and controlling the implementation of government programs.
• Must have demonstrated successful experience as a change agent that drives improvement across multiple organizations and teams.
KNOWLEDGE, SKILLS, ABILITIES:
• Ability to work without supervision.
• Ability to exercise a high degree of initiative and responsibility.
• Ability to fluently read, write, speak, and understand English.
• Ability to communicate effectively both verbally and in writing.
• Ability to use equipment and software programs such as Word, Excel, and other relevant technologies.
• Ability to maintain detailed documentation of purchasing or contracting transactions.
• Working knowledge of all aspects of purchase, contract and subcontract initiation and administration.
• Working knowledge of Federal Acquisition Regulation and its supplements.
