Project Summary:

MSI is implementing the Philippines, Pacific Islands and Mongolia Monitoring, Evaluation and Learning Activity (PIMMELA) in the Philippines and across its geographic area of coverage, which includes 12 Pacific Island countries and Mongolia. PIMMELA will provide monitoring, evaluation, and learning (MEL) support services to USAID Mission in the Philippines and across its geographic area of coverage. PIMMELA will work collaboratively with the Mission’s staff and its implementing partners (IPs) to provide assistance in performance management; third party monitoring and verification; evaluation services; collaboration, learning and adapting; and monitoring and evaluation of the health portfolio.

Position Summary:

The Local Support Staff Consultant will provide support and assistance to the whole evaluation team in the conduct of the study, specifically in support of evaluation activities across different regions in Visayas. The Consultant will ensure the completion of deliverables in a timely manner and in the form and substance acceptable to USAID.

 

Responsibilities:

Provide support and assistance to the evaluation team, including administrative and logistical responsibilities for the conduct of data collection and other evaluation activities. Coordinate schedules of the evaluation activities with the various stakeholders and offices to ensure that key informant interviews, FGDs, and/or secondary data gathering are scheduled and carried out. Assist in the briefing on the final evaluation work plan before field work and in the provision of interim briefings during fieldwork. Consolidate copies of raw data gathered including photos, interview sheets and attendance sheets, and ensure that these are submitted to the PIMMELA Activity Manager. Assist in conducting field research activities and other data collection activities as logistician and translator, including, but not limited to the conduct of KIIs, FGDs, and surveys. Prepare documentation for data collection and other evaluation activities, including generating and/or providing quality assurance for transcriptions. Work with the PIMMELA CLA Team in organizing a learning event with USAID (Office of Education and Program Office), the activity’s implementing partner (EDC) and representatives from the groups who helped implement it.

 

Qualifications:

Bachelor’s degree in education, social work, psychology, social sciences, or related discipline is required. Minimum four years of experience in providing support services required, preferably in evaluation engagements, including interview coordination and scheduling, arranging travel, and formatting of interview guides and survey questionnaires, and transcribing of interview recordings. Fluency in Visayas local languages, such as Cebuano and Ilonggo, and professional written and verbal proficiency in English required.
