Summary This is a public notice flyer to notify interested applicants of anticipated vacancies. Applications will not be accepted through this flyer. Notice of Result letters will not be sent to applicants who respond to this flyer. This is a Visual Information Specialist in the Graphics Department of the Naval War College. Responsibilities You will develop and prepare products such as exhibits/displays, brochures, web designs, illustrations, etc. You will research support materials and methods to determine what must be created and identify resources for optimal delivery. You will select visual materials such as photographs, illustrations, and typography to be used in the development of communication of materials. You will meet with the requester to gather information about expectations and requirements, produce mockups, build design, present and refine work, and deliver design. Requirements Conditions of Employment Qualifications GS-07: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1. Applying graphic design theory, techniques, capabilities, limitations, automated, data process security standards, related software and hardware, and multimedia imagery. 2. Utilizing various computer graphic programs (i.e., Adobe Creative Cloud), production methods, equipment, presentation delivery systems, and effective use of numerous required support devices. 3. Preparing print-ready art to include size requirements, line work, and color specification codes. GS-09: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1. Interpreting graphic design principles (i.e., contrast, hierarchy, alignment, balance, function, etc.) in order to create effective and compelling visual solutions for all jobs. 2. Developing visual aids that translate thoughts and ideas into communication materials (i.e., printed publications, exhibit, or oral presentations) 3. Understanding of industry-standard software (i.e., Adobe InDesign, Illustrator, Photoshop, Lightroom, etc.) to design and produce all required products. Additional qualification information can be found from the following Office of Personnel Management website: Visual Information Series 1084 and General Schedule Qualification Standards Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Education Basic Requirements for 1084 Series, Visual Information Specialist: Undergraduate and Graduate Education: Major study -- commercial art, fine arts, art history, industrial design, architecture, drafting, interior design, photography, visual communication, or other fields related to the position. Some positions may also require subject-matter knowledge of medicine, science, or technical equipment. Advanced training in a vocational school, technical institute, or art institute above the high school level in one of the fields listed above is creditable as general experience on a month-for-month basis. OR Experience General Experience (for GS-5 positions): Experience that demonstrated the skills and creativity needed to use the tools or equipment associated with the work. Because talent and creative ability are vital to successful work performance, samples of work or other suitable evidence of technical competence may be required. Unpaid experience that is pertinent should be credited based upon its relevance to the work of the particular position to be filled. To be qualifying, the work must have involved visual communication of information or the application of the principles of artistic design. Specialized Experience (for positions above GS-5): Experience in the actual type of work for which application is made. Unpaid experience is creditable, provided the work done was of a quality level and demonstrated the ability required for the position. This includes planning the preparation and use of photographs, illustrations, drawings, and other art work, charts, diagrams, dioramas, maps, slides, overlays, and other kinds of visual material for use in communicating information through visual means. Additional Information This announcement uses the Post-Secondary Students and Recent Graduates direct hire authority to recruit and appoint qualified candidates to certain positions in the competitive service. This position is covered by the Department of Defense Priority Placement Program. If selected below the full performance level, you may be noncompetitively promoted to the next higher grade level after meeting all regulatory requirements, and upon the recommendation of management. Promotion is neither implied nor guaranteed. This position is eligible for ad-hoc/situational telework at the discretion of management.
