Job Description::

Parsons is looking for an amazingly talented Vocational Training Academy (VTA) Manager to join our team! In this role you will is responsible for the establishment, operational management, and strategic direction of a vocational training academy dedicated to developing a skilled workforce that meets the needs of industry and government partners. This role involves coordinating with industry partners and training service providers, managing budgets, recruiting and developing a high-quality instructional team, and ensuring that programs meet regulatory and quality standards. The ideal candidate will have strong leadership skills, experience in workforce training, and a commitment to educational excellence.

What You'll Be Doing:

Academy Establishment and Strategic Planning

Lead the Setup Process: Oversee the design, setup, and launch of the vocational training academy, including facility planning, equipment acquisition, curriculum development, and accreditation.

Develop and Implement Strategic Plans: Create and execute a multi-year strategic plan aligned with the academy’s mission and goals, focusing on industry alignment, financial sustainability, and community impact.

Identify and Secure Partnerships: Develop partnerships with local industries, government agencies, and community organizations to ensure programs meet workforce needs and secure additional funding or in-kind support.

Program and Curriculum Development

Align Programs with Industry Needs: Collaborate with industry advisors to design relevant, high-quality training programs that reflect current industry standards and emerging trends.

Oversee Curriculum Development: Ensure the curriculum is competency-based, hands-on, and meets both regulatory and accreditation standards.

Monitor Program Effectiveness: Develop metrics to track program effectiveness, student success, and job placement rates, and use data to make continuous improvements.

Financial and Operational Management

Manage Budget and Financial Reporting: Oversee the academy’s budget, ensuring efficient use of government funds and adherence to financial reporting requirements. Seek additional funding where possible.

Implement Efficient Operations: Establish policies and processes to ensure smooth daily operations, including scheduling, resource allocation, facility maintenance, and safety compliance.

Ensure Compliance and Accountability: Maintain strict compliance with regulatory, health, and safety standards, and meet all government funding requirements.

VTA Team Building & Development

Procure, Recruit and Develop High-Quality Instructors: Establish a team of Internal/External Instructors with strong industry experience and teaching skills. Provide professional development to keep staff updated with current practices. Develop, agree and assure successful compliance of clear professional development plans for contracted trainers.

Build a Collaborative Culture: Foster an inclusive, student-centered environment that values diversity, professionalism, and continuous improvement among staff and students.

Student Success and Community Engagement

Focus on Student Outcomes: Ensure that the academy provides a supportive learning environment that enhances student satisfaction, skill development, and job readiness.

Engage with Community and Stakeholders: Act as the academy’s ambassador, representing it at community events, industry meetings, and government engagements to build relationships and strengthen the academy’s reputation.

Establish Job Placement and Support Programs: Develop partnerships with industry to provide students with internships, job placement services, and ongoing career support.

JCPDI Responsibilities

Works closely with JCPDI Training Manager to help fulfil all JCPDI Training and Training Academy responsibilities. This necessitates a positive working relationship with strong collaboration, flexible cooperation and vacation cover from both teams to ensure high levels of service are maintained at all times.

What Required Skills You'll Bring:

Bachelor’s degree in Education, Business Administration, Workforce Development, or a related field is required.

A Master’s degree in Education, Business, Public Administration, or a similar discipline is highly preferred.

Training / Education Management or other relevant Operations and/or Strategic Manager Certifications.

Requires a minimum of 15 years of professional experience, including at least 10 years in team building and department management.

Must have at least 5 years of experience in a senior leadership role overseeing training programs and reporting to client leadership.


What Desired Skills You'll Bring:

Proven ability to operate effectively in high-context cultural environments, particularly in the Middle East, with strong emotional and political intelligence.

Proven experience in program development and curriculum design, particularly in the context of vocational training or skills development programs that align with industry needs.

Extensive background in the procurement of external training services.

Extensive background in financial management, including budgeting, financial reporting, and resource optimization, ideally within a government-funded or educational environment.

Experience in industry partnership development, working with local industries, government agencies, and community organizations to ensure training programs are relevant and sustainable.
