**Job Summary**
We are currently seeking an experienced **Government Business Development Executive** to support the development of the overall growth strategy of our Environment & Infrastructure (E&I) Business Unit (BU) supporting wide ranging markets and services. The E&I BU provides services in Critical Infrastructure, Environment, Climate Resilience, Agriculture, and Energy. You will champion new business opportunities for energy services; carbon capture and storage; resilience; critical materials/rare earth elements; transportation security and rail safety; environmental consulting services that cover environmental compliance, investigations, remediation, and analytical testing with emphasis in PFAS; and federal agricultural programs. We are seeking a candidate with a proven track record of client engagement and pipeline development. A core competency, that includes a history in project/program management and recent business development successes in one of the areas of infrastructure, energy, or environment is required. In addition, the candidate should have experience identifying market targets, experience with the federal budget process, client account management, call plan development, account planning, opportunity assessment and qualification, and alignment to internal investment to align with customer markets. The candidate must demonstrate successful performance leading business development and capture to win large government opportunities, while developing an enabling pipeline designed for aggressive growth.
**Responsibilities**
+ Responsibility for achieving E&I business unit fiscal year goals related to awards, submits, funding, qualified pipeline (QPL), and assessing pipeline (APL).
+ Managing a business development team focused on identifying and qualifying opportunities, then taking leadership oversight roles to help shape, capture, propose and win those opportunities.
+ Developing, maintaining, and growing an extensive network of relationships, with both existing and potential Battelle clients, to grow current and future business, as well as cultivate relationships with partners – small and large business and academia, as appropriate.
+ Working with the E&I business unit leadership to formulate, develop, message, and execute strategic plans for growth.
+ Taking initiative to identify larger, strategic opportunities for growth where E&I can stretch, build up and shape a differentiated, competitive position.
+ Support the development, marketing, and pipeline growth for E&I strategic campaigns or other S&T growth areas defined by leadership.
+ Identify and structure opportunities where unmet client needs can be satisfied by internal research and development investments, thereby allowing Battelle to bring new capabilities or offerings to both government and commercial clients.
+ Support the BU managers in shaping independent research and development (IR&D) investments around client and program needs to help differentiate Battelle and the E&I BU.
+ Providing market, customer, and competitor intelligence on market segments where the business lines are engaged, as well as insights on competition specific to individual opportunities.
+ Actively contributing to business-related activities at the senior-executive level, to include participation on applicable Boards, Industry Associations, and other relevant activities.
+ Collaborating/overseeing capture activities on designated Top Pursuits; ensure teams establish overall proposal strategies and themes which clearly differentiate Battelle from other potential providers of service.
+ For Top Pursuits, oversees the selection of team partners either as a prime or subcontractor to include small businesses, strategic large businesses, and opportunity-specific preferred vendors.
+ Supports proposal teams with the development of persuasive offerings, discrimination, and approach that meets the client needs and documents the value created for the client at a competitive price.
+ Providing overall leadership for the BU in planning, capture, and proposal gate review processes.
+ Assisting the E&I business unit General Manager in the efficient and effective use of business development resources across multiple client organizations to achieve growth and maintain margins.
+ Contributing to the development and execution of effective legislative initiatives to support business strategies and plans.
**Key Qualifications**
+ Bachelor’s degree, preferably in Engineering or Science-related technical field. A master’s degree is preferred.
+ Fifteen years’ of relevant experience predominantly focused on providing and leading business development for DoD and Federal Civilian Agency organizations. Deep understanding of the federal contracting processes.
+ Experience and knowledge of government acquisition procedures and timelines.
+ Existing network of clients and collaborators in relevant markets and the ability to leverage these into qualified business opportunities.
+ Deep experience in developing large government proposals across a wide range of markets and services.
+ Demonstrated ability to organize, motivate, and direct a business development/sales team.
+ Proven track record winning opportunities with government clients with contract values greater than $100M.
+ Competitor knowledge in assigned market space and experience in competitive assessment.
+ Demonstrated ability to deliver technical presentations to internal and external customers and the ability to participate in proposal teams.
+ Proven track record managing successful business development for a growing organization with over $200M in annual awards.
+ Ability to obtain and maintain a government security clearance; U.S. citizenship required.
