Position Summary:
In partnership with Chairman of Pathology Department/Medical Director and the Executive Vice President and COO of GMG develops the strategic direction for the consolidated laboratory operation of Guthrie Health. This position is responsible for the overall management and general operations of the consolidated lab operations of the Guthrie Medical Group, Robert Packer Hospital, Troy Community Hospital, Towanda Memorial Hospital as well as direct operational oversight of the Corning Hospital in partnership with the Corning Hospital President. This position has a matrix reporting relationship with key administrative personnel at RPH, TCH, and CH.
Education, License & Cert:
Bachelor of Science degree required. Master's Degree (MBA or MHA) preferred.
Experience:
A minimum of ten years of clinical lab management with demonstrated skills in strategic planning, financial management, operations management, CLIA compliance, regulatory compliance, and HIPAA compliance is required Experience in a multi‐site operation or other complex environment preferred.
Essential Functions:
1. Collaborates with the Chairman of Pathology Department/Medical Director, the EVP of the Medical Group, and key administrative personnel at RPH, TCH, and CH to develop the overall strategic direction for the consolidated lab operation.
2. Works in conjunction with the Chair of Pathology/Medical Director, and with the appropriate lab managers and supervisors to develop and execute a rolling 5 year plan that is consistent with the strategic direction established for the lab.
3. Responsible for development and presentation of capital (in conjunction with the pathologists) and operating budgets. Manages to the approved fiscal plan for the Guthrie Clinic Labs at RPH, TCH, and CH and assures communication on variances to the plan.
4. In partnership with the President of Corning Hospital, develops the annual fiscal plan and goals for the Corning Hospital lab. Directly oversees the CH Lab Supervisor’s performance.
5. Seeks business/marketing opportunities to provide competitive lab services for outside entities. Actively monitors utilization and appropriateness of lab testing and establishes a system for such monitoring.
6. Provides leadership to managers, supervisors, technical specialists, other support management staff, and employees to create a positive and productive environment which promotes good customer service, quality improvement and commitment.
7. Implements and maintains a planned and systematic process for measuring performance, analyzing performance, displaying results of measures taken, setting goals, and monitoring progress toward error‐free work.
8. Ensures all lab employees are actively engaged in performance improvement and are recognized and rewarded for accomplishments in performance improvement.
9. Ensures conformance with the requirements and regulations of laboratory accrediting agencies, fiscal intermediaries, and regulatory agencies. Agencies include CMS, PADOH, NYSDOH, HFAP and JACHO. Maintains current knowledge of applicable requirements and standards.
10. Working directly with the pathologists, oversees the development of policies and procedures that provide accurate, timely, cost‐efficient, lab services.
11. Provides leadership in managing human resource issues in the lab (non‐providers) and oversees the process of recruitment, performance evaluation, counseling, and development of staff.
12. Participates in conducting yearly Employee Opinion Surveys within the lab and writing action plans to delineate ongoing improvement opportunities.
13. Participates and supports the educational objective of the Medical Technology program and works collaboratively with the program director.
14. Performs other duties as related to the provision of lab services as requested.
