Profile Summary:
The VP and Counsel, Regulatory Compliance and Government Affairs will support our overall enterprise compliance program and support our interactions with federal and state governments and regulatory agencies, particularly state insurance regulators. Requires a strong background in financial services, regulatory compliance, and government affairs, with state insurance experience being particularly important. This role reports to Voya’s enterprise chief compliance and ethics officer and deputy general counsel for government affairs.
Profile Description:
Regulatory Compliance:
Support corporate compliance programs to ensure adherence to all applicable laws and regulations.
Provide legal support to our program to monitor and analyze statutory and regulatory updates and assist with drafting corresponding policies and procedures.
Support compliance, risk, and internal audits and assessments to identify and mitigate compliance risks.
Provide legal support and guidance to the employee training program.
Provide legal support to Compliance staff in maintaining and updating internal policies and procedures.
Collaborate with internal stakeholders to ensure legal and regulatory compliance in all business activities.
Provide regulatory compliance support of Voya’s insurance companies, including domiciliary regulatory filings, review and filing of regulatory risk materials, state guaranty association matters, and support of insurance company exam requests.
Government Affairs:
Provide advice and guidance to build and maintain relationships with key federal and state legislative bodies and regulatory agencies, particularly but not limited to state insurance regulators.
Represent the company in discussions with government agencies
Provide representation to key industry groups.
Advocate for the company’s interests in regulatory and legislative matters.
Supervise an experienced government affairs paralegal.

Knowledge & Experience
Bachelor’s Degree and Juris Doctor Degree from an accredited law school
Admitted to the bar and in good standing in at least one jurisdiction
At least 10 years’ experience in the financial services industry, with insurance industry experience a plus (or practicing with a state or federal governmental or regulatory agency with financial services or insurance oversight)
Experience in federal or state government affairs practice a plus
Strong knowledge of financial services regulations and compliance requirements;
Strong relationship management skills with the ability to interact with all levels of the organization and to work either independently or as a team member
Strong verbal and written communication and presentation skills
Reliable, initiative-taker, detail-oriented, well-organized, and able to manage multiple priorities and deadlines
Compensation Pay Disclosure:
Voya is committed to pay that’s fair and equitable, which means comparable pay for comparable roles and responsibilities.
The below annual base salary range reflects the expected hiring range(s) for this position in the location(s) listed. In addition to base salary, Voya offers incentive opportunities (i.e., annual cash incentives, sales incentives, and/or long-term incentives) based on the role to reward the achievement of annual performance objectives. Please note that this salary information is solely for candidates hired to perform work within one of these locations, and refers to the amount Voya Financial is willing to pay at the time of this posting.
Actual compensation offered may vary from the posted salary range based upon the candidate’s geographic location, work experience, education, licensure requirements and/or skill level and will be finalized at the time of offer. Salaries for part-time roles will be prorated based upon the agreed upon number of hours to be regularly worked.
