Primary Purpose

The Chief Health Information Officer (CHIO) is responsible for supporting the development of clinical information systems that assist clinicians in the delivery of patient care and in the conduct of research and assist the organization in better understanding current clinical practice and opportunities for improvement in health care delivery by analyzing documentation and care practices reflected in the electronic record.

 

The CHIO plays a critical role in supporting all aspects of Digital Health for the Parkland organization, including encompassing both Clinical Informatics and Virtual Care activities. The CHIO will act as the intermediary between clinicians and IT, representing the needs of clinicians and ensuring digital health and informatics deployment presents as safe, effective, efficient an environment as possible while ensuring the highest quality of care for our patients.

 

Minimum Specifications

Education

Minimum requirement Doctorate in healthcare-related field e.g. MD, DO, PhD or DNP Doctorate supplemented by a master’s degree in management or healthcare field e.g. MBA, MPH, MHA, master’s in nursing, strongly preferred.

 

Experience

Medical and Healthcare Experience: MD or DO with at least five years of relevant healthcare experience, preferably including direct patient care (inpatient or outpatient). Management and Leadership: Five years of healthcare management experience, including expertise in clinical quality improvement, clinical informatics, and patient safety, with progressive operational responsibility. IT and Compliance Expertise: Proven experience as an IT leader with a strong background in healthcare IT, including expertise in Epic EHR, and a deep understanding of state and federal regulations related to IT compliance and healthcare service delivery. Experience in an academic health center, preferred. Experience in governance and/or deployment of Artificial Intelligence (AI) solutions, preferred.

Certification/Registration/Licensure

Board Certification in Clinical Informatics by the American Board of Preventive Medicine Certification in general healthcare and management information systems, project management methodology (CPHIMS, PMP, SSBB, etc.) or industry certifications, such as Six Sigma Black Belt/Master Black Belt, APICS, preferred. Board certification in clinical specialty preferred.

 

Skills or Special Abilities

Must be able to demonstrate knowledge involved with monitoring and evaluating clinical quality and patient safety programs. Must have strong clinical informatics background, including deep understanding of the relationship between clinical technologies and provider best practices to enable positive patient outcomes. Must be objective, flexible, and tactful in dealing with performance improvement and patient safety issues and opportunities. Must be able to demonstrate effective organizational, time-management, and problem- solving skills. Must be able to demonstrate effective leadership skills and techniques. Must demonstrate strong analytical, group facilitation, problem solving, negotiation, and conflict resolution skills. Must demonstrate ability to communicate effectively at the executive level as well as with all levels of internal and external personnel. Must demonstrate proven ability to effectively lead meetings and direct team problem solving sessions. Must demonstrate excellent presentation skills. Must demonstrate knowledge of health care policy and procedure development. Must demonstrate track record of leading project teams to achieve superior patient care. Must demonstrate proficiency in leading teams within a complex, matrixed environment.

 

Responsibilities

Identifies and analyzes the design of jobs, work processes, and workflows to implement changes that improve effectiveness, productivity, and efficiency, supporting departmental and organizational goals. Engages physicians, nursing staff, and other patient care providers to develop and use clinical information systems, ensuring widespread acceptance and adoption through responsive training and support. Leads and facilitates clinician advisory groups in designing clinical systems to support excellence in patient care and research, including chairing relevant committees and groups. Develops and monitors annual budgets, ensuring necessary funds to achieve departmental goals and objectives. Develops, implements, monitors, and revises annual goals and objectives for the department, aligning with the organization's mission and objectives. Selects, trains, supervises, and evaluates employees, fostering high performance and career growth through mentoring, coaching, and providing opportunities for further knowledge. Collaborates with the Chief Information Security Officer and other stakeholders to ensure health information systems meet regulatory requirements and maintain data security. Leads clinical decision support initiatives, developing decision models and clinical "rules" to support patient care and protocol-driven research. Establishes strong partnerships with clinicians across the health enterprise, understanding their workflows and spearheading optimization efforts to enhance efficiency and drive positive clinical outcomes. Analyzes data from EHR and other clinical applications, driving changes to improve safety, quality, efficiency, and clinician satisfaction. Promotes the adoption of data-driven tools to enable process and practice improvement, enhancing patient care and clinician wellness. Serves as a subject matter expert and internal consultant to enhance reporting in quality and safety metrics, aligning them with organizational goals.

 

Job Accountabilities

Identifies and analyzes the design of jobs, work processes, workflows, etc. for the area and implements appropriate changes to improve effectiveness, productivity, and efficiency that support the overall goals of the department and Parkland. Stays abreast of the latest developments, advancements, and trends in the field by attending seminars/workshops, reading professional journals, actively participating in professional organizations, and/or maintaining certification or licensure. Integrates knowledge gained into current work practices. Maintains knowledge of applicable rules, regulations, policies, laws, and guidelines that impact the area. Develops effective internal controls designed to promote adherence with applicable laws, accreditation agency requirements, and federal, state, and private health plans. Seeks advice and guidance as needed to ensure proper understanding. Develops and monitors annual budgets that ensure the department has the necessary funds to carry out the goals and objectives that have been established for the department. Develops, implements, monitors, and revises annual goals and objectives for the department that support the missions and objectives of Parkland. Selects, trains, schedules, motivates, supervises, and evaluates employees making recommendations for disciplinary actions up to and including termination, to ensure maximum utilization of individual and group capabilities. Ensures that assigned employees receive opportunities to further their knowledge.
