Waste Characterization & Transportation Specialist
The Waste Characterization Specialist is responsible for all activities relating to the management of waste generated under commissioning operations. The Characterization Specialist will be directly responsible for the designation of waste, providing packaging instructions as well as labeling requirements to the waste generators. This position will also support waste planning activities in support of the Work Control program in the form of Waste planning checklist. This position will include supporting the implementation of the commissioning waste management program at the WTP. And will provide backup support for hazardous material transportation authorization and coordination, exceptional cargo activities and operations, and Waste Treatment Plant (WTP) Site Logistics operations and activities. **This position shall be performed under the day-to-day direction, control, and supervision of WTCC** **MAJOR RESPONSIBILITIES/DUTIES/TASKS** + Perform all work in compliance with environmental permits and regulations. + Perform waste designation in accordance with RCRA regulations 40 CFR and the Washington Department of Ecology Dangerous Waste regulations WAC 173.303 + Provide waste packaging instructions that are in compliance with DOT 49 CFR transportation requirements to the waste generators and waste handlers. + Backup point-of-contact for transportation and Logistics audits performed by the Department of Energy, other regulators, and audit performed by internal organizations + Interpret regulations found in Department of Transportation (DOT) 49 Code of Federal Regulations (CFR) and accurately classifies hazardous material for transportation; and directs packaging, shipping paper, labeling, marking, and placarding requirements for transport + Ensures transport meets DOT Regulations and other applicable statutory requirements + Interfaces with the Tank Operations Contractor (TOC) using 283705, MOA TOC-MOA-BNI-0006 – Fully Executed Task Order _2020-001_ for authorized shipper support + Provides oversight for completion of Driver Vehicle Inspection Reports (DVIR) + Maintains current hazardous material, hazardous waste, and radioactive and mixed waste shipment certification. + Maintains applicable documentation and records inherent to the waste management and Transportation Programs. + Supports the WTP Nuclear Safety Quality Culture by emphasizing the values of safety and quality in the performance of work in order to protect self, others, the public, equipment, facilities, and the environment + This job description is not intended to include every duty, task or instruction for which an employee is responsible. Other tasks may be assigned, based on business needs and the department supervisor’s request **SUPERVISORY RESPONSIBILITIES** May supervise, in the field or remotely, personnel assigned to perform packaging, labeling, marking, and placarding operations and activities in accordance with DOT Regulations. Ensures that personnel being supervised have completed and are current in applicable DOT training. **REQUIREMENTS/SPECIFICATIONS** **Education:** High School Diploma or GED. Associate’s degree in environmental science or equivalent education desired. Associate’s degree may be substituted for two years of experience. **Experience:** 6 years of experience in the area of hazardous waste management to include waste designation under RCRA and waste transportation in accordance with DOT 49 CFR. Expertise and/or a combination of nuclear or high hazard waste treatment facilities is highly desirable. Knowledge of DOE operating policies, rules and regulations is desirable, as well as knowledge of radioactive and mixed waste. Currently trained and qualified as a waste designator and a hazardous waste shipper is highly preferred. A working knowledge of Conduct of Operations is desirable. Strong organizational, project management, and planning skills required for coordination of backup transportation and logistics activities, including exceptional cargo shipment coordination, management and shipment routing is desired. **Preferred Experience:** Previous experience and knowledge related to performing waste designation, waste packaging and hazardous material shipping. Previous experience as a certified hazardous material, hazardous waste, or radioactive and mixed waste shipper. Previous experience in coordination and routing of exceptional cargo shipments, including load securement, permitting, contractor interface, and stakeholder interface. Capable of coordinating high volume quick turnaround waste management and transportation activities, all with a high degree of focus and detail. Knowledge of DOE operating policies, rules and regulations, and knowledge of industry codes and standards in the dangerous waste regulations WAC 173-303 and transportation DOT 49 CFR. **Completion of Advanced Mixed Waste Shipper Certification is required within six (6) months of hire date.** **Completion of waste designation training is required within six (6) months of hire date.** **PHYSICAL REQUIREMENTS** **(EFNM) Exposed Field Non-Manual-** Performs desk work, including writing, computer workstation processes, and telephone operation. Arranges for and/or performs presentations, oral reports, planning meetings, and other formal and informal contacts, requiring long periods of sitting. Oversees field activities through inspections, testing and equipment operations, which requires walking, standing, bending, and turning along with wearing of personal protective equipment. Occasional loading, transport, and unloading of tools and/or supplies specific to an activity. **This position is located at the Construction Site (22 miles north of Richland) and works a 4 x 10 schedule, M-Th, 6:30 a.m. to 5 p.m.** **Must be able to work in the United States without Sponsorship** **Must be able to obtain a Department of Energy (DOE) badge for access to the Hanford site** . **COMPENSATION & BENEFITS** HIRING SALARY RANGE: $99,193.03 - $154,255.09 (Salary to be determined by the education, experience, knowledge, skills, and abilities of the applicant internal equity, and alignment with market data.)
