Description
The City of Norfolk's Department of Utilities is currently seeking qualified Water Chemist, Senior. This person manages multiple laboratory operations while ensuring that water meets or exceeds state and federal regulations. Prepares operational, water quality and project reports.
Essential Functions
Essential functions include but are not limited to:
+ Manages laboratory operations by maintaining state certification, monitoring the compilation of data, preparing reports, performing analytical and laboratory tests associated with various instrument chromatography (e.g. ion, gas, liquid) and/or mass spectroscopy, metals and disinfection byproduct analyses, and maintaining equipment.
+ Performs related duties by performing duties of water chemist and supervisor as needed
+ Generates data through sample analysis by maintaining instruments, establishing written "standard operating procedure" manuals, preparing various monthly and quarterly reports, evaluating data from plant operation, raw water, and distribution system.
+ Supports various divisions including water production, distribution by calibrating and maintaining operators' lab equipment, preparing monthly
reports, cross-training operators, troubleshooting treatment problems,
analyzing samples, and preparing sample sites.
+ Collects water samples at various stages of treatment process and in the water distribution system.
+ Provides customer service to other departments, municipalities, and area residents by tracking complaints by computer, offering solutions to issues, and locating resolutions to various problems.
+ Performs necessary quality control to maintain laboratory certification by purchasing lab supplies and equipment, maintaining hazardous waste and chemical hygiene programs, participating in safety programs, preparing and stocking reagents and supplies for operators' labs.
+ Participates in special projects by maintaining equipment, completing data entry, preparing samples, and conducting analyses.
Education/Experience
Work requires broad knowledge in a general professional or technical field. Knowledge is normally acquired through four years of college resulting in Bachelor's degree or equivalent.
Two years experience in analytical testing and procedural monitoring as related to water quality and/or environmental laboratory experience.
Preferred Candidates will possess:
+ Advanced Microsoft Excel knowledge (database management, creation of charts, tables etc., for purposes of data analysis)
+ At least 1 year experience working within a database or databases for data quality and control
+ Familiarity with Microsoft Access or similar
+ Demonstrated ability to query datasets, compile data tables, and produce charts as directed by the Manager
+ Ability to read government regulations, manuals, technical journals, documents, reports, memorandum, and general correspondence
+ At least 1 year demonstrated proficiency in use of instrument chromatography (e.g., ion, gas, liquid) and/or mass spectroscopy

Work Hours: Monday – Friday, 7:30 a.m. - 4:00 p.m.

This position is eligible for a one-time $5,000 signing bonus.
This position is designated as an 'Essential' position and you may be required to work extended, rotating, on call, nights, weekends, and/or holidays in response to emergencies or severe weather.

+ Retirement
If you are hired October 5, 2010, or after to a position with City of Norfolk Retirement System benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.
If you are hired January 1, 2022, or after to a position with Virginia Retirement System (VRS) benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.
+ The Tuition Assistance Program is established to encourage employees toward continued self-development and education. Permanent full-time and permanent part-time classified, unclassified permanent, full-time special projects, and constitutional employees who have completed six months continuous service will be eligible to apply. The applicant’s school of enrollment must be an accredited institution.
