**Water Infrastructure Planning Engineer IV**
*This job is eligible for relocation assistance to aid with the costs associated with moving to the Colorado Springs area
The Water Infrastructure Planning Section of Colorado Springs Utilities’ System Planning and Delivery Division is seeking to fill a position for an Engineer IV. This position will be dedicated to water infrastructure planning to support current and future infrastructure needs for supply development, raw water, water treatment, distribution, and nonpotable systems to support Colorado Springs Utilities.
**Responsibilities include:**
+ Conduct conceptual and preliminary engineering and design analysis of various infrastructure improvement projects to support infrastructure replacement and rehabilitation, new infrastructure, changes in operations, and technology updates to ensure required Levels of Service to support raw, treated, potable, and nonpotable infrastructure systems
+ Subject matter expertise and/or high working knowledge in two or more areas of planning, design, construction, and operation of water resources and civil infrastructure that encompass: hydrology, hydraulics, conveyance (open and closed systems), storage reservoirs (zoned fill and lined embankment dams, etc.) and tanks (steel and concrete ground and elevated tanks), creek and river diversions, water treatment, pumping facilities, distribution and transmission mains, and nonpotable systems and appurtenances
+ State of the practice use of software applications and technologies to support the above areas of working knowledge such as ArcGIS, AutoCAD, BlueBeam, InfoWater (EPA Net), EPA SWWM, Bently Hammer, HEC-HMS, and data analysis/analytics
+ Develop, implement, review, and evaluate engineering and alternative studies, conceptual and preliminary designs related to water resource development, infrastructure, and operations and may include facility and site layout, routing studies, stream geomorphology, sediment transport, planning level cost estimating and life cycle cost analysis, proof of concept, pilot projects and testing
+ Analyze reports, data, historical records, environmental conditions, regulatory requirements, risk analysis, and condition assessments to determine their impact on Colorado Springs Utilities’ water system operations, planning efforts, and water supply development activities
+ Analyze potential impacts and opportunities on Colorado Springs Utilities’ existing and future water infrastructure, operations, and water rights portfolio to effectively meet current and future level of service goals
+ Develop and recommend best practices, as they relate to water infrastructure planning, water system operations, water system integration, risk mitigation, asset management, or other related subject areas
+ Conduct various aspects of program and project management including scope of work development, soliciting and reviewing proposals, overseeing contractors and consultants, conducting briefings, budget planning, scheduling, and facilitating procurement and contracting
+ Represent Colorado Springs Utilities while building and maintaining collaborative interagency relationships and projects by interacting with project partners, state and federal agencies, legislative bodies, and leadership from across the state
+ Collaborating within Colorado Springs Utilities work groups, teams, and committees to champion Water Infrastructure Planning values and mission including members from Wastewater Infrastructure Planning, Operations Technical Services, System Field Operations, Plants Department, Water Construction & Maintenance, Environmental Services, Engineering and Design Department, and Project and Program Department. The candidate will also work closely with staff from Water Resource Management, including Administration & Conveyance, Water Conservation and Demand Management, Watershed Planning, and other sections and divisions within Colorado Springs Utilities

**What will it take to be successful?** A Bachelor of Science or postgraduate degree from an ABET-accredited institution in Civil, Environmental, Water Resource, Mechanical Engineering, or related disciplines with demonstrated experience in the water infrastructure is required. The ideal candidate will have 10 years or more at an Engineer III or higher or Senior Project Engineer level experience related to the above responsibilities. Strong interpersonal skills are equally important. Graduate education will be considered for employment experience. A Professional Colorado Engineering License or ability to test (or reciprocity) within 6 months of the hire date is required. Experience and knowledge of state-of-practice engineering analysis, methods, technology, and tools are preferred. A valid driver’s license is required.
**Additional requirements:** The City of Colorado Springs owns and operates an extensive water collection and transmission system that extends across the Arkansas River, Colorado River, and South Platte basins spanning eleven counties in Colorado. As a result, some travel is required to attend meetings, conduct fieldwork in remote watersheds, or participate in regional committees and work groups. Although most of the work is sedentary in nature, the employee may occasionally be required to perform light to moderate physical activity (e.g., walking, hiking, lifting, bending over, etc.) to support project activities.
