POSITION PURPOSE: The Project Manager position reports to the General Manager. The Project Manager plans, organizes and manages the daily operation, maintenance and testing of a processing system within an industrial facility. This position assures compliance with established environmental, safety, operating, standards, policies and emergency response procedures, and maintains ongoing client interface to keep client informed and enhance client relations.

PRIMARY DUTIES / RESPONSIBILITIES:

Operations

Manages the daily operation and maintenance of a residual treatment or water and wastewater system and ensures compliance with operational, QA/QC, safety, environmental, and performance metrics.Typically works through Operations, Maintenance, and Lab Supervisors to ensure plant resources are utilized to achieve project objectives.Teaches cost control and provides effective counsel/direction, especially where corrective actions are needed.Maintain inventory tracking of all spares to include location and value.Provide and ensure that spares and materials are protected; including security, elements, and accidental damage.Review daily performance and guide operators and operations supervisor (where applicable) to meet production goals.Manages the project’s financial performance including compliance with the cost center budget, personnel utilization, pricing, customer invoicing, and collections.Prepares annual budgets to include manpower, materials, and equipment requirements.Accountable for all Profit and Loss, and business growth in area of responsibility.Other duties as assigned.

Account Management / Contract Management

A complete understanding of the agreement is necessary to ensure that all contractual deliverables are met.Administers client contracts to ensure compliance and customer satisfaction and prompt identification and client notification of scope changes.Performs all baseline client relations duties, including preparation and presentation of progress and special reports.Participates in client meetings, and special award programs and handles resolution of client service problems in a professional manner.Works with the General Manager to develop site-specific or functional goals and activities required to meet overall business objectives.Maintains standards, guidelines, and procedures. Identifies needed process improvements, and evaluates new concepts, technologies, and practices.Recommends and implements approved improvements.  Develop site objectives in conjunction with the General Manager and assist operators and supervisors in developing goals and activities in their respective areas to meet overall business objectives.Establishes the standards, guidelines, and objective measures to monitor progress.Regularly identifies, evaluates, and implements improvements to improve utility reliability, regulatory compliance, and/or cost-effectiveness.Actively seeks new work scope with existing client(s).Regular contact with the client, recommended to be daily, to keep the client updated on system performance.Keeps regular communications with clients to ensure that the client's expectations are being met and are current. ○ Works with the General Manager to develop Key Performance Indicators for the Veolia operations.Works with the client to develop and maintain KPIs for the client's expectations.Build, maintain and establish strong business relationships with customers on different levels and strategic suppliers/partners to the company (consulting engineers, contractors, etc) Prepare and make sales presentations focusing on customer value selling.Leverage site presence to secure additional business scope for long-term projectsLeverage site presence to secure short-term, event businessMaintain a high level of Client Satisfaction.Communicate potential opportunities to other Veolia locations and business units.Other duties as assigned.

Procurement

Executes capital and facility improvement plans as required. Interacts with facility owner, engineers, and other consultants, coordinate with contractors or guiding construction.Works with the client to proactively improve the facility including making recommendations for capital or expense improvements.Proactively identifies and implements improvements to the process or facility to Veolia management for Veolia owned equipment.For larger projects works with the General Manager to appropriate funds and manage improvement projects.Identifies and Justifies Capital Expenditures Using the capital authorization request (CAR) Process.Other duties as assigned.

Human Resources and Training

Manages the human resource functions of the facility or unit including hiring and firing, salary and job change actions, and coaching and counseling team. Works with HSE and training team to ensure that all personnel receive safety and process training.Coaches and counsels supervisors, leads and operators to improve technical skills, supervisory, interpersonal and problem resolution skills.Works to identify and provide opportunities for team to learn new skills and techniques.Administers labor agreements to ensure compliance and effectively deal with representative labor union(s).Evaluates employee performance, matches abilities and job requirements and capitalizes on talents to effectively meet business objectives.Ensures that business initiatives and progress toward goals are effectively communicated to employees.Conducts performance reviews in a timely fashion and ensures that they are accurate and representative of actual performance.Includes discussion of the locations performance, goals and how we are measuring up to the client expectations at a monthly employee meeting.Develop planning to promote from within at all levels of the location for succession planning.Proactively keeps the site fully staffedOther duties as assigned.

Safety & Environmental Compliance

Proactively manages safety, plant appearance, and environmental issues and ensures compliance with Federal and State standards including Hazardous Waste Disposal and Air Quality Standards.Ensures that issues are identified, addressed and elevated if necessary on time.Maintains an up-to-date plan of action to be taken in the event of emergencies such as machine, equipment, or power failure. Effectively manages emergencies.Develop and maintain a Process Safety Management program for the location.Develops SOPs for at least 50% of all procedures for the facility.Proactively engages the personnel in identifying and correcting safety, housekeeping and appearance discrepancies at the site.Provides support to the personnel and addresses their concerns in a timely fashion.Enforce all environmental, health, safety, transportation and operational procedures in accordance with Veolia policies.Provide a safe and compliant work environment for all employees.Assist in overseeing all federal, state, and local compliance activities with the goal of achieving compliance with all applicable regulations.Promotes and Models Safety Culture. Other duties as assigned.

Qualifications

KNOWLEDGE / SKILLS / ABILITIES

Knowledge of Safety, Environmental and Facilities/ Capital Equipment Management.Developed strategic and business planning and financial management skills including budget, forecasting and cost control.Demonstrates commitment to compliance with applicable laws and regulations, the Company’s Code of Business Conduct and other Company policies and procedures.Must have a proven track record of successfully delivering excellent customer satisfaction.Must be outgoing, self-directed, goal oriented and creative to be able to identify and maximize opportunities.Knowledge of budget preparation and cost control and have the ability to forecast budget, staffing and equipment needs.Demonstrated effective communication, presentation and interpersonal skills in order to interface with and motivate all levels of personnel and clients.Active listener capable of uncovering and understanding clients’ needs, building rapport and trust.Demonstrates effective organizational and project management skills with attention to detail.Knowledge of Veolia Recovery Solutions business, services offered, capabilities and inter-relationship with other divisions in the Veolia Group. Strong PC skills with proficiency in word processing, spreadsheet and database software and the ability to optimize the use of technology and systems to streamline processes and increase efficiency.
