This position is remote. We expect to fill 1 vacancy at this time; however, additional positions may be filled from this announcement if they become available. Responsibilities Coordinates national Wild Horses and Burros (WHB) program aspects related to overall management and shipping logistics of WHBs. Provides national coordination for the movement of all animals from the range and both On- Range and Off-Range, and Transportation. Provides technical guidance and analyzes/evaluates field operations to ensure compliance with appropriate regulations, policies and priorities. Reviews and comments for planning documents at the field level for compliance with national policy and guidance. Develops contracts for the accomplishment of wild horse and burro management. Serves as a Contracting Officer Representative (COR) for national contracts, interacts and coordinates with vendors, contractors, and others that provide paid services to the corrals, sanctuaries, and transporters. Provides on-the-ground support at WHB facilities and events and coordinates the transportation of animals to such events. Coordinates national data collection efforts, researches and identifies facilities and adoption opportunities. Requirements Conditions of Employment Qualifications In order to be rated as qualified for this position, we must be able to determine that you meet the qualification requirements - please be sure to include this information in your resume. No assumptions will be made about your experience. You must possess one (1) full year of specialized experience at or equivalent to the GS-12 level that is equivalent in difficulty and complexity. Specialized experience is defined as: 1) Providing humane care, treatment and overall management of wild horses and burros; 2) performing contract development and administration (i.e. veterinary and micro-chip contracts), to include budget development and execution, writing statements of work, development of solicitations, monitoring contractor performance, and reviewing/receiving invoices; 3) developing regulations, policies, manuals, and/or instructional memorandum for operating a wild horse and burro program, to include shipping coordination and transportation of animals to events such as adoptions, off-range corrals, and pastures nationwide. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Applicants must meet both eligibility and qualification requirements for the position of interest by the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level. There are no qualification requirements for a detail assignment. However employees must meet any positive education/licensure requirements in order to be detailed to positions with these requirements. Detail assignments do not include additional compensation and the selectee will not earn time-in-grade at the higher grade level. Education This position has a positive education requirement which requires that you have a degree in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position, or a combination of education and experience---courses equivalent to a major, as shown above, plus appropriate experience or additional education. This is a not-to-exceed 13 months detail/temporary promotion assignment. At the expiration of this assignment, or whenever your services are no longer needed, you will be returned to your position or to a position of equivalent pay and grade within your agency of record.
