Summary These positions are located within the Division of Visitor and Resource Protection, Branch of Fire and Aviation. The DOI Standard PD of DX00500, Wildland Firefighter, GS-0456-7 is being used to fill these positions. Positions are non-supervisory in nature and is considered Non-Exempt from the Fair Labor Standards Act (FLSA). These are Full-Time, Permanent positions. Responsibilities Performs as a wildland firefighter squad leader on a Helitack module. Directs helicopter crewmember duties such as: prepares internal and/or external cargo loads, briefs passengers before takeoff, follows proper procedures for loading/unloading the helicopter, constructs helispots or landing areas, monitors dipsites, and prepares sling load sites. Leads aviation mission planning in coordination with pilot to include evaluation of environmental conditions, application of aviation safety plans, and briefing mission objectives. Participates in and may direct helicopter operations to include accompanying pilot on flights, providing radio communications to dispatch and/or ground firefighters, navigating with use of maps and applying aviation safety regulations. May serve as a short hauler, plastic sphere dispenser operator, and STEP (special technique entry/exit procedures) crew member. Directs the operation and use of special tools and equipment such as, but not limited to power saws, portable pumps, firing devices, and communication equipment (e.g., programming radio frequencies), and makes decisions as to when, where, and how equipment can be utilized to the greatest advantage. Provides leadership and on-the-job training to lower graded firefighters on the maintenance and use of equipment and various hand tools. Ensures assigned crew members and equipment for the specific fire assignments or daily work assignments are in a state of readiness for the assignment or initial attack. Participates in or leads physical fitness programs. Ensures readiness of helicopter support accessories and helicopter safety equipment. Ensures vehicles are kept in a full state of readiness for emergency fire dispatch (e.g., safety gear is ready, vehicles are fueled and ready, equipment is loaded, firing devices and special use equipment are loaded). Leads firefighting personnel by directing their activities when suppressing wildland fires or by serving as a situational leader on wildland fires by directing the work of a small crew of firefighters in building firelines, burning out, mopping up, and patrolling firelines. Performs administrative leadership responsibilities to include maintaining records such as receipts for supplies, travel, and credit card purchases; ensuring that work is carried out safely; reporting on work accomplishments of the crews being led; and reporting on employee performance concerns. Requirements Conditions of Employment U.S. Citizenship required. Appointment subject to background investigation and favorable adjudication. Meet Selective Service Registration Act requirement for males. Selectee will be required to participate in the Direct Deposit Electronics Funds Transfer Program. You will be required to submit to a drug test and receive a negative drug test result prior to appointment. In addition, this position is subject to random testing for illegal drug use. You will be required to operate a government (or private) motor vehicle as part of your official duties; a valid driver's license is required. You will be required to submit a Motor Vehicle Operator's License and Driving Record. You must also submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that disclose all valid driver's licenses, whether current or past, possessed by you. You may be required to complete training and operate a four-wheel drive vehicle. Work may require travel by fixed-wing or rotor wing aircraft. You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided. You may be required to work on-call, evenings, weekends, holidays, overtime and shift work. Government housing may be available on a bid system basis. Positions offered at Yosemite National Park are subject to required occupancy. If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period. Subject to frequent extended travel up to 14 or more nights per month particularly during fire season, and you must obtain a government charge card for travel. You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority. Positions at Joshua Tree National Park, Mojave National Park and Preserve and Yosemite National Park have a requirement that you obtain and maintain a Class B Commercial Driver's License (CDL-B) within one year of entering on duty. These units will provide and pay for this certification. Qualifications All qualifications must be met by the closing date of this announcement 01/31/2025 unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount qualified specialized experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected. SELECTIVE FACTORS: The applicant must have possessed all the following National Wildfire Coordinating Group (NWCG) incident management qualifications and training requirements to be considered eligible for this position: Qualifications for the Helitack Squad Boss 1. Incident Commander Type 5 (ICT5) and 2. Firefighter Type 1 (FFT1) and 3. Helicopter Crew Member (HECM), 4. NWCG Training of S-211 (Portable Pumps and Water Use) 5. NWCG Training of S-212 (Wildland Firefighter Chainsaws) Currency is required for these certifications. You must provide proper documentation via an IQCS (Incident Qualifications and Certification System) Master Record or equivalent that these certifications are up to date and current. -AND- BASIC QUALIFICATIONS REQUIREMENT: One year of specialized experience equivalent to at least the GS-06 level in the Federal service. Examples of qualifying specialized for this position is experience that equipped the applicant with the knowledge, skills, and abilities needed to successfully perform the duties of this position. Examples of specialized experience include: (1) personally leading a crew in Wildland Fire Operations, and at least one of the following wildland fire-fighting functions: Initial attack and Fire-line Suppression Operations; Prescribed Fire Operations; Helitack Operations; and (2) personally leading or supervising others in any two of the following functions: initial attack and suppression hand-crew operations; prescribed fire operations; wildland fire engine crew operations; helitack fire crew operations; providing on-the-job training and conducting daily crew briefings, safety sessions, and/or other basic wildland fire training. NOTE: If your firefighting experience includes both structural and wildland, it is essential that your application materials clearly separate and document your wildland experience. -AND- This position is covered by the special retirement provisions of 5 U.S.C. 8336 (c) and 5 U.S.C. 8412 (d) as a Primary/Rigorous Firefighter. Applicants must be 18 years of age, but not have reached their 37th birthday by the closing date of this announcement. These positions are covered by the special enhanced annuity retirement provisions for Federal Firefighters and Law Enforcement officers and have a mandatory retirement age of 57. Physical Demands: Arduous exertion for protracted periods of time such as, but not limited to, extensive running, walking, climbing, kneeling, stooping, pulling hoses, jumping and twisting, prolonged standing, walking over uneven ground, and recurring bending, reaching, lifting and carrying of items weighing over 50 pounds and shared lifting and carrying of heavier items, and similar activities requiring at least average agility and dexterity. Working Conditions: Forest, range, and desert environments in steep terrain where surfaces may be extremely uneven, rocky, covered with thick tangled vegetation, smoky conditions, etc. Temperatures commonly exceed 100 degrees F and may fall below freezing. Risks include smoke inhalation, fire entrapment, snake or insect bites and stings, exposure to excessive machinery noise, and falling and rolling material. Employee must adjust and cope with exposure to weather elements, dust and smoke, poor bivouac and eating situations under an unpredictable set of circumstances. Firefighters may be required to live in backcountry camps for extended periods of time. The hazardous nature of the work requires that personal protective equipment be worn (e.g., boots, hard hat, gloves, flame resistant clothing). Work may require travel by fixed-wing or rotor-wing aircraft. The National Park Service has determined that the duties of this position are not suitable for telework and telework will be offered only in certain circumstances.
