Banyan Global seeks a consultant to develop a Women's Economic Empowerment Roadmap for Free Trade Agreements (FTAs) under USAID's Jordan Economic Reform Activity (ERA), supporting the Government of Jordan (GoJ) in prioritizing and implementing economic reforms.
The consultant will analyze FTA gaps and opportunities, recommend best practices to incorporate women in Jordan’s FTAs, strengthen stakeholder capacity, and design an advocacy campaign to promote GoJ’s adoption of the Buenos Aires Declaration on Trade and Women’s Economic Empowerment. This initiative aims to integrate women into the development, negotiation, and implementation of Jordan’s FTAs as aligned with USAID ERA’s collaboration with the Ministry of Trade and other trade entities. The consultant's engagement is anticipated to be between February to May 2025, subject to the needs of and in coordination with Banyan Global and ERA teams.
ResponsibilitiesThe consultant will lead three phases of integration. Anticipated tasks include, but are not limited to, the following:
1. Desk Review
The consultant will conduct a desk review to support integrating women's economic empowerment into Jordan’s upcoming FTAs. The review will focus on international standards and best practices for women's economic empowerment, analyzing how it has been achieved in comparable contexts. The consultant will document key learnings, provide actionable recommendations, and identify opportunities, challenges, and relevant data to inform Jordan's efforts. The findings will contribute to an evidence-based Road Map with tailored recommendations for the GoJ and stakeholders.
Desk Review Prep and Development of Desk Review Report and Road Map:
2. Deliver Technical Assistance
Deliver tailored technical assistance to ERA-identified stakeholders to implement the road map’s recommendations, including training, drafting policies, and developing a measurement framework.
Present desk review findings and co-lead a discussion (e.g. a Public-Private Dialogue) on findings and recommendations with the Ministry of Trade and InvestmentWith ERA team, develop a comprehensive women's economic empowerment Integration Roadmap based on stakeholder input, findings, with evidence-based recommendations for GoJ and stakeholders on women's economic empowerment in the development, negotiation, and implementation of Jordan’s existing FTAsDesign and deliver capacity-building sessions for the National Task Force for Women’s Inclusion on successful interventions/best practices for women's economic empowerment in FTAs
3. Advocacy on Inclusion in FTA
In collaboration with ERA, develop advocacy messages and strategies to build broader support for women's economic empowerment within Jordan’s FTAs based on data and evidence. Provide support to relevant civil society members and advocates to co-implement an advocacy campaign to build momentum for the adoption and standardization of women's economic empowerment within FTAs.
Develop Advocacy Strategy and Hold Workshop:
Review desk findings and input from briefing meetings to identify effective messaging and interventions for women's economic empowerment in FTAs by target audienceCreate a slide deck summarizing evidence-based key findings, and develop a short advocacy strategy based on these findings and analysis, to support the final road map for MoITS and stakeholders. Hold validation sessions with key stakeholders to refine the strategy.Co-facilitate a workshop to present and gather feedback on the strategy, and update the advocacy strategy based on this.
LOCATION OF ASSIGNMENT This assignment can be conducted remotely, though briefings and workshops will be conducted in Amman. Consultant must be based in or open to traveling to Amman.
QualificationsRequired Qualifications
B.A. in Economics, Human Rights, Law, Labor, Business, or any related field5-10 years of expertise in analyzing trade policies, barriers to inclusion, and opportunities to promote integration within trade policies/processes. Experience analyzing policies from a women's economic empowerment perspective is a plusExperience and strong knowledge of women's economic empowerment, with a specific focus on economic inclusion and tradeStrong knowledge of Jordan and the region.Experience working with government entities and public sector partnersDemonstrated understanding of gaps, inequalities, and norms/beliefs related to women's economic empowerment.Excellent writing and qualitative research skills; strong communication and facilitation a plus
