Yes County Schenectady Street Address Office of Financial Services, Waiver Agreement Mgmt 328 State Street City Schenectady State NY Zip Code 12305 Duties Description Under the general direction of a Senior Workers’ Compensation Examiner, the Workers’ Compensation Examiner will be assigned to the Waiver Agreement Management Office (WAMO) unit of the Special Funds Group (SFG) within the Office of Financial Services, which is responsible for administering, defending and facilitating the closure of the Special Disability Fund (SDF) under WCL §§ 14(6) and 15(8) on behalf of the Workers’ Compensation Board (WCB). The duties of the Workers’ Compensation Examiner position will include, but not be limited to, the following:• Assist in processing requests for WAMO Retail settlements from intake through completion. This includes but is not limited to: o Receipt, review and prioritization of new Section 32 Agreement requests; o Request additional information or reject incomplete settlement requests; o Review/Examine claims thoroughly in the WCB’s Claims Information System (CIS)/OnBoard and pertinent Microsoft Access databases to determine eligibility and appropriateness of settlement and recommend action; o Discuss potential settlements with WAMO supervisors and SFG reimbursement and legal staff as needed; o Communicate and request information from carriers, claimants, attorneys, etc. o Calculate projected lifetime claim costs and proposed settlement amounts for indemnity and medical benefits; o Review medical records, proposed Medicare Set Aside Arrangements (MSA) and approval letters from the Centers for Medicare and Medicaid Services (CMS); o Request drafting of Section 32 Agreement after confirming settlement agreement terms with parties, if agreement reached; o Track assigned settlement requests; o Update WAMO’s Access database as needed when status of settlement changes;• Assist in processing requests for WAMO Wholesale Agreements by reviewing/examining lists of claims to be included in the Wholesale Agreement;• Review individual claims or lists of claims in Westlaw or LexisNexis databases; • Respond to internal/external inquiries concerning SFG, WAMO and Wholesale Waiver Agreement matters; • Review pending WCL §§ 14(6) and 15(8) claims and assist SFG with resolving the outstanding claims by contacting parties and filing Requests for Further Action with the WCB; • Participate in WAMO and SFG claims and database cleanup projects;• Assist other sections within WAMO and SFG with tasks or backlogs as needed including among other assignments, data entry, mail sorting or distribution, review of Board notices and decisions, hearing scheduling tasks, assisting with WAMO payments to claimants, and monitoring various email boxes; • Crosstrain and assist with other SFG units’ tasks as necessary; and• Assist with any special projects as assigned. Minimum Qualifications Candidates must be reachable on the appropriate Civil Service eligible list.ORCandidates must have one year permanent or 55 b/c service in a title designated as appropriate for transfer in accordance with 70.1 of the Civil Service Law.ORIndividuals certified eligible for the 55b/c program under the Governor’s Program to Hire Persons/Veterans with Disabilities pursuant to Section 55b/c of the Civil Service Law will also be considered. To be considered, you must meet the minimum qualifications and provide a copy of your letter of eligibility with your response.Candidates must have:Either 1. Three years of full-time experience in a position where your primary responsibilities included extensive in-person or telephone customer service experience with the general public resolving customer's issues and/or problems; explaining programs/services, policies, or procedures; reconciling accounts; or experience examining, investigating, processing, or adjusting insurance claims; or responding to technical questions from policyholders or claimants;Or 2. An associate's degree and two years of full-time experience described in #1;Or 3.
