The Office of Civil Rights (OCR) reports to the Deputy Secretary of the North Carolina Department of Transportation. The NCDOT Office of Civil Rights (OCR) promotes equal access and opportunity in transportation programs for our customers, employees, and applicants. The OCR carries out this mission by enforcing federal and state laws and regulations that prohibit discrimination on the basis of race, color, national origin, disability, age and in certain circumstances, genetics, sex and religion, in the Department and in its programs and activities. OCR is responsible for administering several programs in support of its mission and goals. The OCR works to foster equal opportunity in NCDOT contracting and services; conduct compliance reviews of covered entities that are required to comply with nondiscrimination laws and regulations; provide training and technical assistance to covered entities; conduct statewide outreach to help individuals and covered entities understand rights and obligations under discrimination laws; provide individuals with needed training in order to perform position requirements on NCDOT projects; and provide business and technical training to improve the efficiency and skills of small businesses to increase their economic viability.
The primary purpose of the position is to manage and supervise the overall responsibilities and activities of staff delivering the statewide On-Job-Training and Supportive Services program for the Office of Civil Rights. The position is responsible for planning short- and long- term goals and setting overall work priorities. The position is also responsible for the development of programs that increase employment training opportunities and construction skills for minorities, women and disadvantaged individuals. This position is also the liaison with workforce and economic development representatives of various partners, at federal, state, regional and local levels. Interpretation of the Title 23 CFR regulations is a major responsibility for effective leadership in making customer-centered decisions for the design and implementation of business solutions within the OJT program. Work involves prioritizing and developing courses, programs and processes for potential construction personnel throughout the construction industry.
Knowledge, Skills and Abilities / Competencies

+ Knowledge of Title 23 CFR, state/local provisions, and regulations and laws pertaining to workforce development and OJT programs.
+ Demonstrated ability to plan, coordinate and administer multiple and/or multi-faceted projects/programs including determining the direction of project(s) /program(s) based on program evaluation, anticipating consequences, and offering alternatives for strategic impact.
+ Demonstrated ability to work with staff to develop employee work plans, conduct performance reviews, participate in grievance issues; actively participate in employee growth and development; and provide leadership that encourages teamwork and customer-centered decisions.
+ Demonstrated ability to convey oral and written information clearly and concisely to influence staff, management, Prime Contractors, and other community stakeholders; disseminate information and influence the development of significant policy decisions and/or allocation of economic resources through various mediums; and to bring multi-agency representation to decisions on potential project/program designs through collaborative skills.
Minimum Education and Experience Requirements

Bachelor’s degree from an appropriately accredited institution and three (3) years of program experience related to the area of assignment, including one year of supervisory program experience; or an equivalent combination of training and experience.
