Summary of Work Activities and Responsibilities:
Under the supervision of the Assistant Director for Organization Capability Development, the Workforce Management and Analytics Supervisor will lead in monitoring, reviewing, and analyzing the University’s workforce complement vis-à-vis employee capabilities, organization capacities, market/industry trends, and recommends appropriate actions. The position is expected to facilitate and aid in translating the organization needs into HR actions and policy.
Main Duties and Responsibilities
I. Team Supervision
Develops team strategies, goals and plans that are fully aligned with Office’s directives and strategies. Supervises, monitors, and evaluates the performance of team members and recommends corresponding personnel actions such as promotions, transfers, and dismissal.II. Workforce Data Governance
Leads the design, development, implementation, documentation, and evaluation of the workforce data governance and quality assurance framework, in consultation with the other HR sections. Oversees the repository of workforce data, ensuring the completeness and accuracy of information (as validated with other data sources), and the seamless retrieval and sharing of information within OPT&OD.III. Workforce Management
Leads the design, development, implementation, documentation, and evaluation of workforce complement management framework for computing ideal and optimum unit size, in consultation with stakeholders. Tracks the workforce complement (which includes plantilla, positions, and incumbents, etc.), organization structure and details (which includes reorganizations and leadership team, etc.), job classification and job specification details (which includes job level and rank, etc.), employee profile and details (which includes performance distribution, promotion/movements, probationary period, permanency, special assignments, separation, retirement, etc.).IV. Workforce Planning and Analysis
Works with units in determining workforce demand requirements, in consideration of organization mandate, workflows and processes, workload distribution, employee capability. Analyzes the current state of the workforce and its impact on organizational performance. Prepares regular workforce insight reports, which would show a picture of the current and forecasted workforce complement, the workforce situation, and the profile of employees in the University, and how it affects the organization’s optimal performance, in coordination with the different HR sections. Communicates findings and recommendations to stakeholders, including senior management, to drive informed decision-making and policy refinementV. HR Client Partnering
Keeps track of updates and developments that affect the University as an organization, including its employees. Serves as a partner to an assigned cluster/school on initiatives that require HR/OD expertise and services.VI. Group Management Support
Assists in creating/updating policies related to workforce management. Assists in monitoring, coordinating, implementing, and evaluating projects, deliverables, timelines, agreements, including possible sustainability measures. Assists in communicating the programs of the Group to unit heads and employees. Oversees the coordination, logistical, and resource requirements of the Group’s projects and activities.VII. Performs other duties as may be assigned by the immediate supervisor, or any authorized representative.
