The primary purpose of this position is: To serve as a Human Resources and Manpower Advisor at Joint Task Force North (JTF-N) with responsibility to provide advisory services and action processing to meet workforce and organizational requirements Responsibilities Manages the command's military and civilian manpower programs. Responsible for the Strength Management of the Directorate's U.S. Army, U.S. Air Force, U.S. Navy and U.S. Marine Corps, Civilian and Active Component billets on the Joint Table of Distribution (JTD), and Reserve Component billets documented on the command's Joint Table of Mobilization and Distribution (JTMD). Manages and advises on the headquarters civilian personnel programs to include, staffing, classification, position management, employee relations, performance management and civilian workforce planning. Provides program oversight, assessment, and consultation services for civilian HR programs. Manages the Reserve Affairs Program. Serves as JTF-N Reserve Component (RC) Unit Coordinator providing the command with Army, Navy, Marines, and Air Force personnel for manpower support, which comprise of understanding the complexities of RC authorities and policies, managing the Joint Reserve manning document (JTMD), procuring funding streams, and coordination across various commands for total force integration in alignment with USNORTHCOM mission. Exercises supervisory personnel management responsibilities. Directs, coordinates, and oversees work through subordinate supervisors. Advises staff regarding policies, procedures, and directives of higher level management or headquarters. Represents JTF-N with a variety of installation and functional area organizations. Establishes, develops, and maintains effective working relationships with proper offices and officials not limited to but including the Civilian Personnel Flight (Holloman Air Force Base), Peterson Civilian Pay Office (Peterson Air Force Base), Financial Service Center (Peterson Air Force Base), USNORTHCOM staff, USARNORTH Staff, NAVNORTH Staff, the Air Force Personnel Center, and US Army Human Resources Command. Serves as Directorate Resource Management officer. Plans and prepares annual/monthly budget for the directorate to include civilian pay, travel, per diem, training, supplies, and equipment. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes wide range of manpower and personnel (civilian and military) concepts, principles, operations, laws, regulations, programs, and practices; and practical knowledge of education, readiness, and budget execution concepts, principles, operations, and practices to include military and civilian pay and leave rules, regulations, laws allowances and procedures. Also knowledge of the various and payroll systems used to support civilian pay actions. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-inĀ-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of a wide range of manpower and personnel (civilian and military) concepts, principles, operations, laws, regulations, programs, and practices; and practical knowledge of education, readiness, and budget execution concepts, principles, operations, and practices. Knowledge of a wide range of federal Human Resources (HR) laws, executive orders, regulations, policies, directives, instructions, and concepts governing HR functions such as merit promotion, recruitment and placement, affirmative employment, employee and labor-management relations, employment performance and conduct issues, and other programs. 2. Knowledge of DoD, Joint Service, and agency management engineering principles, concepts, and methodologies including that of the manpower determinant development and requirements process, and financial management directives, concepts, procedures, guidance, and policy. 3. Knowledge of organizational structures and functions across a major military command or comparable organization to identify, consider, and present options for the resolution of substantive organizational and program issues involving HRM and areas such as resources management, civilian deployment, and other special programs that brings program policies and operations in line with higher level vision, goals and objectives. 4. Skill in conducting reviews and assessing HR program operations to include identifying deficiencies; measuring compliance, consistency, and effectiveness; and making recommendations for enhancements and improvements. 5. Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources. Ability to plan, organize, and direct the operation of a medium sized organization, and to mentor, motivate, and apprise a staff of subordinate workers. 6. Knowledge of safety, security, personnel management, and EEO regulations, practices, and procedures. Knowledge of Defense, Joint and Services staff budget management policies and procedures. Ability to communicate effectively oraly and in writing. Knowledge of military and civilian pay and leave rules, regulations, laws allowances and procedures. Also knowledge of the various and payroll systems used to support civilian pay actions. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. ADDITIONAL CONDITIONS OF EMPLOYMENT: This position is Non-Combat Essential (NCE) IAW Section 1580 of title 10, USC, and DOES NOT provide civilian support to combat operations. Duties of this position are to provide support for expeditionary requirements and could be deployed to support emergency operations, humanitarian missions, disaster relief or other expeditionary missions in the continental United States or overseas, that are NOT considered "combat" locations. Employee must meet the medical and suitability requirements of the positions as outlined in OF-178 and sign the DD Form 2365 as a condition of employment. Physical/Medical examination is required as a condition of employment for pre-employment and as required, during employment. Incumbent must successfully pass examination and be able to continually perform the physical requirements of the duties. This is a KEY position IAW 32 CFR, Part 44 Appendix A and DoD Directive 1200.7. A Key Position is a Federal position that cannot be vacated during a war, national emergency, or mobilization without seriously impairing the capability of the parent Federal Agency to function effectively. This position must be removed from the Ready Reserve and CAN NOT become a member of the Ready Reserve.
