WPE Officer - Alkufra

Background: The International Rescue Committee (IRC), one of the world’s largest humanitarian agencies, provides relief, rehabilitation, and post-conflict reconstruction support to people affected by natural disaster, oppression, and violent conflict in more than 40 countries. The IRC is committed to bold leadership, innovation, and creative partnerships. Active in public health, education, livelihoods, women's empowerment, youth development, and protection and promotion of rights, the IRC assists people from harm to home. The IRC launched an emergency health response in Libya in September 2016 as the humanitarian situation in the country was deteriorating following the 2014 civil war. Since then, the IRC has broadened its portfolio with health, protection, and governance programs aiming to employ a holistic approach to meeting the needs of crisis affected and vulnerable communities to survive, recover, and gain control of their futures. The IRC has been working to expand its multi-sectoral reach in areas of critical need in Libya and in these efforts houses a Grants & Partnerships Unit (GPU) to support the design of, fundraising for, and management of quality, responsive programming with ambitious goals for work in partnership with local actors.
The scope of IRC Libya’s protection and empowerment programming includes Women’s Protection and Empowerment (WPE which includes violence against women and girls prevention and response), child protection (CP), and Protection Rule of Law (PRoL, or broader humanitarian protection) for conflict-affected and other vulnerable women, girls, men, and boys. In the design and development of responsive, client-centered protection programming, the IRC works both directly and in partnership with local actors promoting women’s social and, increasingly, economic empowerment and an improved protection environment for conflict-affected and vulnerable women, girls, men, and boys. Through this work, the IRC has raised awareness among communities, provide training for service providers, and established safe spaces for a range of psychosocial support activities and access to case management for women, adolescent girls, and children in and around Tripoli and Misrata. The IRC aims to build on that foundation with additional, targeted support to local capacities and community-based mechanisms in the South of Libya particularly in Sabha and Brak Al-shati.
Scope of work/ Job Summary: IRC Libya is seeking a WPE Officer to oversee project activities geared toward increasing access to prevention and response services and an improved protection environment for women and girls in Al-Kufra. Working in close collaboration with and under the direct supervision of the WPE Senior Officer, the WPE Officer is responsible for supervising the implementation of WPE activities in Al-Kufra and supporting the capacity building efforts for the local partner and a network of service providers.
 
Key responsibilities

 Supervise the local partner on the implementation of WPE outreach activities and in the women and girl safe space (WGSS).Support in establishing the women and girls’ safe space (WGSS) and provide technical support on the implementation of IRC curriculums (Girl Shine, AWSO, EMAP and Safe at Home).Conduct safety AuditDevelop messages on the types of services available to survivors, location of the services and how communities can support survivors to access services.Ensure that information collected from the survivor is secured and kept confidential through Primero/GBVIMS+Engage local partners and other CSOs to identify needs, propose solutions and choose the best approach to meet the needs of survivors.Facilitate sessions focused on building awareness of different themes related to women and girls’ wellbeing and safety planning.In collaboration with the local partner, conduct a variety of community outreach and mobilization activities aimed at violence prevention and building supportive and protective communities towards women and girls.Support awareness raising in the WGSS and outreach in the community, plus campaigns.Contribute to the development and effectiveness of referral networks and pathways.Support the establishment of social networks through women and girls’ committees.Support local CSOs to develop engagement action plans with service providers which includes sharing of information, service/s maps, coordination, and events.Conduct service mapping of local and international actors in Al-Kufra.Support CSOs in Al-Kufra to establish a coordination body/structure.Conduct capacity strengthening trainings on various topics to the members of the referral network and women-led/-focused organizations.Collaborate with other local organizations and relevant stakeholders to ensure a coordinated and comprehensive response to the needs of the local community.Participate in meetings, case conferences, and coordination mechanisms with local actors and the Government to strengthen referral pathways and service provision.Support in ensuring accurate data is collected, entered the database, and detailed analysis provided using the right tools.Prepare and submit weekly activity work plans in a timely manner to agreed-upon deadlines.Contribute monthly reports, including information on WGSS and community engagement activities, and progress made.Perform any other duties as may be required by the supervisor.

Key Relationships: The position will work closely with staff from the local partner, CSOs in the area, government agencies, Caseworkers, Facilitators, WPE Manager and other IRC staff in different departments.

Working Environment:  This position will be based in Al-Kufra with frequent visits to the Women and Girls Safe Space (WGSS) and field locations for outreach activities.
