The SRF activities generally include creating the annual intended use plan for SRF projects, conducting capacity development for water and wastewater treatment facilities, conducting project reviews, conducting water and wastewater operator certification, and providing guidance and outreach on the SRF program. The position also conducts water and wastewater permit application reviews and prepares permit documents for approval. Work includes responsibility for the Water Quality Division (Division) operations necessary both to protect human health and the environment and to assure compliance with the rules and regulations of the Division. The position manages three employees handling the duties of the SRF program and the water and wastewater operator certification program. The position responds to and resolves, within the Division’s policy guidelines, concerns raised by the general public. Work is performed within the Division’s policy guidelines with latitude for independent judgment in establishing procedures and recommending policies. Human Resource Contact: DEQ HRdeq.hr@wyo.gov ESSENTIAL FUNCTIONS:The listed functions are illustrative only and are not intended to describe every function which may be performed in the job level. + Responsible for meeting the requirements of the State Revolving Fund (SRF) program. + Responsible for meeting requirements of DEQ and other State requirements on projects. + Ensures the designs and plans for water and wastewater treatment plants and systems prepared by other engineers meet technical and policy requirements, state statutes, and federal regulations and recommends approval or suggests modifications. + Coordinate review of plans, summaries, and estimates for projects to meet State Revolving Fund requirements. + Generate and evaluate special provisions for SRF projects. + Review and concur with change orders and payment requests for SRF projects. + Manages, coordinates, and organizes field inspections, surveys, and quality control to ensure the project is constructed in accordance with plans and specifications. + Prepares technical engineering summaries for a variety of projects. + Assures projects are completed in accordance with plans, specifications, and design criteria. + Responsible for engineering recommendations and summaries for a variety of projects. + Ensures the work activities of staff meet project technical and policy requirements, state statutes, and federal regulations. + Train, develop, and mentor staff. + Coordinates with other programs, agencies, or outside entities; and public meetings. + Assists in participating in rule development and necessary enforcement actions. + Develops and implements standard operating procedures (SOPs) for the SRF section. Qualifications PREFERENCES: Knowledge or experience working with the Clean Water or Drinking Water State Revolving Fund programs. Knowledge of DEQ water quality regulations. Knowledge of funding programs for water and wastewater projects available to Wyoming communities. KNOWLEDGE: + Knowledge of current principles of engineering. + Knowledge of current design and detailing policies and procedures for the work unit. + Knowledge of mentoring and coaching skills. + Knowledge of federal, state, and local rules and regulations, and strong oral and written communication skills MINIMUM QUALIFICATIONS: Education: Bachelor's Degree (in Engineering) Experience: 2-4 years of progressive work experience (in Engineering) with acquired knowledge at the level of a Project Engineer Certificates, Licenses, Registrations: Professional Engineer's (PE) License Required at time of hire - (Wyoming PE required within one year of hire date.) Necessary Special Requirements PHYSICAL WORKING CONDITIONS: + Participation in various groups as Wyoming's representative. + In-state and out-of-state travel may be required at times.
