Duties Description This item will be located in the Division of Child Welfare Community Services.Lead a team of staff in the Division of Child Welfare Serves providing training and technical assistance on the intersection of prevention services for children, youth and families and Child Welfare, with procurements, contracts and claiming for reimbursement.. Work collaboratively with all oversight, monitoring, and continuous quality improvement facets of OCFS to promote compliance with federal, State and OCFS laws, expectations, , policies and guidelines.Act as a subject matter expert to effectively utilize State and federal funds to support the mission of OCFS and the Division of Child Welfare and Community Services (Division).Assist local governments and community-based organizations in the development of contracts for delivery of service to children, youth and families.Responsible for assessments to determine compliance with OCFS program and fiscal guidelines.Provide individualized training and technical assistance that includes fiscal/contract management to organizations serving children, youth and families, and to OCFS staff.Assist the Division with planning for a wide variety of initiatives funded by the Division.Work collaboratively with other state agencies OCFS divisions, and community-based organizations.Provide supervision and guidance to multiple staff.Additional duties will be discussed in detail during the interview.
Minimum Qualifications A Bachelor’s degree and four years of experience in planning, organizing or operating youth services or community organizing related to human services. One year of this experience must be in supervision or management of a major program or in supervision of an evaluation or analysis program relating to these functions. A Master’s degree may be substituted for two years of the general experience.
Additional Comments Background Investigation Requirements:1) All prospective employees will be investigated through a Criminal Background Check (CBC), which includes State and federal Criminal History Record Checks. All convictions must be reported; conviction of a felony or misdemeanor, or any falsified or omitted information on the prospective appointee’s employment application, may bar appointment or result in removal after appointment. Each case will be determined on its own merits, consistent with the applicable provisions of State and federal laws, rules, and regulations. Prospective employees will be fingerprinted in order to obtain a record of their criminal history information, and may be required to pay any necessary fees.2) All prospective employees will be screened against the Statewide Central Register of Child Abuse and Maltreatment (SCR). Prospective employees will be required to pay any necessary fees.3) For Division of Juvenile Justice and Opportunities for Youth (DJJOY) prospective appointees will be checked against the Staff Exclusion List (SEL) maintained by the Justice Center for the Protection of People with Special Needs. Prospective employees whose names appear on the SEL as having been found responsible for serious or repeated acts of abuse or neglect will be barred from appointment and may have their names removed from the eligible list(s) for the title(s) if applicable.The Office of Children and Family Services (OCFS) is an equal opportunity employer.
