Zero Harm Business Partner

Te kōwhiringa | The Opportunity 

Downer has been appointed as the asset manager and maintenance contractor for the Ministry of Foreign Affairs and Trade (MFAT) contract, with the contract delivery already commenced in 2024. We are seeking a Zero Harm Business Partner to play a critical role in ensuring the operational and mobilisation phases of the MFAT contract meet all statutory and contractual compliance requirements. This position involves providing technical support, documentation, systems, coaching, and mentoring to both operations and mobilisation teams, with a focus on integrating health, safety, environmental (Zero Harm), and compliance activities throughout the contract lifecycle.

The role requires embedding the Downer Standard and contractual requirements, ensuring zero harm practices are followed, and managing the quality management framework to ensure compliance with company and statutory obligations. Responsibilities also include incident investigations and monitoring compliance with both internal and external requirements. Success in this position will be measured by the effective ownership of Zero Harm across all levels of the operations team, ensuring the implementation of best practices to improve operational efficiency and culture, with a particular focus on the Pacific region and working with local contractors to address cultural and language challenges.

Nga pūkenga matua | Important Skills

Minimum 3 years of in-contract experience in compliance management and implementing systems to support operational needs, with practical application of HSE processes. Experience in managing contracts or contract KPIs within a facilities maintenance environment. Formal qualification in an HSE discipline to at least NZQA Level 4, or willingness to achieve this qualification within a set timeframe. Understanding and experience in GHG emissions accounting (Scope 1, 2, and 3) and reporting. “Train the Trainer” qualification (desirable) or at least 2 years of experience delivering in-house training to operational teams and line management. Ability to influence HSE practices during planning and implementation stages, aiming to create a zero harm culture and effective rehabilitation under the ACC Partnership Programme. Proven track record in driving a ‘just culture’, strong coaching and mentoring skills, excellent written and verbal communication, problem-solving abilities, and high emotional intelligence.
